The necessary and unprecedented levels of economic support needed in response to cushion the economic impacts of the COVID-19 pandemic has significantly impacted the budget positions in all jurisdictions. For Federal, Treasurer Josh Frydenberg estimated that the underlying cash balance is forecast to decrease from balance in 2018-19 to a $85.8 billion deficit in 2019-20 and a $184.5 billion deficit in 2020-21.

With the tightening of operating expenditures that will most assuredly happen in the 2020-21 budgets coming down from early October on, how will agencies prioritise what gets considered for funding and what doesn't?
