Since 2002, Mr. Hilton, President of HF&H Consultants, has provided recycling and solid waste consulting services to public agencies covering strategic, operational, programmatic, contractual, and financial issues. Rob leads HF&H's franchising team, supporting dozens communities annually in competitively procuring or negotiating collection, processing, or disposal contracts. Rob leads HF&H's SB 1383 efforts, including direction of over 20 SB 1383 projects such as SB 1383 implementation plans, franchises, ordinances, and management of the CalRecycle Model SB 1383 Implementation Tools Project. He hosted several SB 1383 Local Government Summits and has spoken many times to jurisdictions on SB 1383 compliance.
