陳敏芝女士為香港耀能協會《賽馬會共融．知行計劃--特別學習需要青年工作實習平台》一級職業治療師。她具有多年服務患有發展障礙青年及成年人的經驗，近年主力推動發展障礙青年及成年的就業支援訓練。陳女士於香港理工大學取得職業治療(榮譽)理學士及從香港城市大學取得輔導學社會科學碩士學位。
