Joshua Nelsen is the Professional Development Manager at the American Probation and Parole Association, where he leads national learning initiatives for probation, parole, and pretrial professionals. His work focuses on designing and delivering practical, evidence-informed training experiences that support effective community supervision and professional growth across the field.
Joshua’s background spans education, program development, and international work. Earlier in his career, he held roles with Oracle Korea and the Korean National Diplomat Academy, and he played a key role in launching an undergraduate academic program in Songdo, South Korea, in partnership with The State University of New York at Stony Brook.
At APPA, Joshua oversees the development of instructor-led trainings, webinars, certification programs, and online learning content. He works closely with subject matter experts, agency leaders, and staff teams to translate research and policy into learning experiences that are relevant, accessible, and grounded in real supervision practice.
Joshua brings over 15 years of experience in education and professional learning, with strengths in curriculum design, adult learning, e-learning development, needs assessment, and instructional storytelling. He is known for building collaborative teams and keeping learning focused on what officers and supervisors actually need in their day-to-day work.
