Jennifer Gibbs serves as Executive Director of Criminal Justice Alternatives
(CJA), a nonprofit organization administering Pretrial Release Supervision,
Electronic Monitoring, and Juvenile Diversion programs in Wake County,
North Carolina. Under her leadership, CJA supports and supervises more
than 1,700 clients each month through pretrial and diversion services
designed to strengthen public safety and improve outcomes for individuals
involved in the justice system.
With more than 28 years of service to North Carolina’s 10th Judicial District,
Jennifer has played a pivotal role in expanding and enhancing pretrial and
diversion initiatives across Wake County and the State of North Carolina.
Throughout her career, she has worked extensively within both the adult and
juvenile court systems, developing innovative and evidence-based programs
that respond to evolving judicial and community needs. Most recently,
Jennifer was appointed to North Carolina’s Statewide Court Appearance
Project Team and serves as a mentor within the Advancing Pretrial Policy and
Research’s (APPR) Pretrial Practitioner Network. She also provides targeted
technical assistance through APPR, helping jurisdictions implement the
Public Safety Assessment and advance meaningful pretrial reform efforts.
