John Hays is a nationally recognized authority in electronic monitoring,
criminal justice innovation, and public safety technology. He serves as the
President of JSG Monitoring, a nationwide electronic monitoring provider
based in Michigan, and is the Founder of the National Association of Service
Providers (NASP)—a professional body representing and certifying
electronic monitoring service providers across the United States.
Since 2013, John has built a career around strengthening the integrity,
efficiency, and fairness of court-supervised monitoring programs. He has
forged strong partnerships with courts, sheriff’s offices, probation
departments, and correctional agencies at all levels of government, helping
implement data-driven supervision models that reduce recidivism, enhance
public safety, and lower taxpayer costs. His work includes nationwide
consulting on testing methodology, technology admissibility, monitoring
policy, and system accountability.
Through his work at NASP, John is also leading the development of national
certification standards and best practices for electronic monitoring
providers to ensure ethical, consistent, and transparent service delivery
across jurisdictions.
