Gene Cotter, Region 4 Representative: Gene Cotter has been the Deputy Administrator, Nebraska Office of Probation Administration since September 2016. He previously served as the Assistant Deputy Administrator for Programs and Services. He began his probation career in August 1990, and during his 26-years, he held a variety of positions (adult and juvenile) in multiple districts statewide, including Chief Probation Officer of District #3A in Lincoln, Specialized Substance Abuse Supervision, Intensive Supervision Probation and Investigations. In Nebraska, Mr. Cotter has been instrumental in the implementation of the statewide rollout of the Justice Reinvestment Initiative and serves on a number of internal committees. A certified probation trainer since 1992, has conducted training in a variety of courses. In 2013, he was awarded the Probation Management Above and Beyond Exemplary Leadership Award. A member of APPA for many years and graduate of its Leadership Institute in 2014, he received the Norm Leslie Halbert Scholarship, recognizing him as the outstanding graduate of the class. In 2021, he received APPA’s Member of the Year Award. Mr. Cotter holds a Bachelor of Science degree in Criminal Justice with a Minor in Psychology from the University of Nebraska/Lincoln.
