Leonard Powell has dedicated over 20 years of service to advancing healthy housing conditions and the building inspection field, most recently retired as Code Enforcement Manager for the City of Fremont, Leonard continues to advocate for healthy housing. In the role as manager, he oversaw the city's substandard and dangerous building programs, conducted safety inspections and code enforcement based on state and international building regulations, and led teams of inspectors.
On a state level, Powell played an instrumental leadership role at the California Association of Code Enforcement Officers (CACEO) for two terms as an elected director. Among many impactful contributions, he authored pivotal legislation improving standards in the profession, provided instruction at enforcement training academies, and created an information guide for officers contained within CACEO's website. His commitment to safe infrastructure and raising professional standards earned him CACEO's Lifetime Achievement Award in 2016. With decades of enforcement and inspection experience combined with statewide engagement, Leonard has made lasting impacts that benefit housing conditions and resident well-being across California's communities.
