Originally trained in econometrics, statistics, and energy economics, Bill formed Energy Solutions Partners. ESP provides consulting services to utilities, municipalities, and businesses exploring opportunities in distributed generation (DG), as well as solar microgrid project development, and planning the move towards a 100% renewable economy. In 2018, Bill performed grid simulations showing that a Colorado electric coop PRPA, that provides energy to Fort Collins, Estes Park, Longmont and Loveland – could achieve 90% renewable penetration at lower cost by 2025.
ESP worked with municipalities in Southwest UT on solar initiatives and worked with Rocky Mountain Power for the design of Utah’s first community solar garden concept. In addition to its consulting services, ESP in has developed numerous solar PV projects and designed remote solar microgrids for small towns, and microgrids for commercial clients.
Bill has also worked with the City of Boulder, CO on its effort to create a municipal electric utility. With positions on the city’s solar and natural gas working groups, Mr. Ellard has participated in the resource modeling. Bill provided economic trends and analyst on PV solar and microgrid opportunities.
Bill has also worked for a utility consulting firm as their electric industry principle, working with some of the largest utilities in the US. Projects and presentations included: solar and DER integration for grid management, smart grid use cases, tariff and load analytics, and customer engagement engines. Hobbies include mountain biking, rock climbing, canyoneering, and exploring our vast southwest.
