Raymond Leclerc has 40 years of engineering experience, half of that as a manager for medium- to large-sized municipalities, and the other half as a project manager in consulting firms.
Throughout his career, he has taken on a vast array of asset management projects, including with the City of Montreal. These infrastructure renewal projects were mainly focused on inventory monitoring, condition reports, intervention analysis and recommendations, financial planning, and investment optimization.
From 2005 to 2020, Mr. Leclerc led a municipal asset management team for the Montreal engineering firm CIMA+. Using advanced tools such as the DIREXYION platform, he helped develop over 10 intervention-plan development projects focused on infrastructure renewal for water, sewer and road networks.
Since the inception of the Centre d’expertise et de recherche en infrastructures urbaines (CERIU) in 1994, Mr. Leclerc has been actively involved in its Board of Directors, permanent councils and working groups, contributing to the optimization of municipal infrastructure management across Quebec. From 2002 to 2005, he helped develop best practices in infrastructure for Canada’s INFRAGUIDE program.
