Bio
Iuliana Elena Cărbunaru is currently probation inspector within the National Probation Directorate of the Romanian Ministry of Justice, where she plays a key role in addressing systemic challenges by designing and implementing international projects and promoting the Romanian probation abroad. Since 2017, she has been a Board Member of the Confederation of European Probation (CEP), and in October 2022 she was elected as Vice President, contributing to strategic decision-making on probation policy at the European level.
With over 24 years of experience in the Romanian probation system, Ms. Cărbunaru has taken on a wide range of responsibilities as probation counsellor, inspector, and director of the probation service focusing consistently on identifying institutional strengths and gaps while developing practical solutions. Her approach is centered on adapting probation practices to meet the evolving needs of both justice systems and supervised individuals, while ensuring alignment with international standards.
Internationally, she has worked closely with probation services across Europe and North America and has contributed her expertise as a Council of Europe consultant where she has supported justice reform efforts by tailoring best practices to specific regional and cultural contexts—highlighting her skill in policy transfer and problem-oriented implementation.
She holds a B.A. in Social Work, an M.A. in Community Justice Administration, and is currently pursuing a PhD focused on penal policy transfers in Europe. Since 2023, she has also been an associate lecturer at the University of Bucharest, Faculty of Sociology and Social Work.
