Bio
David T. Norton is a partner, member of the Management Committee and head of the aviation practice at the law firm of SHACKELFORD, MELTON & MCKINLEY, LLP, in Dallas, Texas. He received his B.A. in humanities in 1984 from the U.S. Air Force Academy and his M.B.A. in finance in 1993 from Louisiana Tech University. He received his J.D., cum laude, in 1996 from Southern Methodist University.

Mr. Norton has a nationally recognized practice that encompasses a broad range of regulatory,
transactional, commercial dispute resolution and general risk management issues focused on the aviation industry. For example, Mr. Norton routinely represents and counsels clients on issues such as:
• FAA, DOT, TSA, SEC, IRS and state regulatory and tax compliance and enforcement matters;

• transactional matters such as whole-and fractional-aircraft sale and purchase, management,
leasing, hangaring and refurbishment arrangements;

• commercial civil litigation and arbitration disputes involving the ownership, operation and
manufacture of aircraft and aircraft parts, as well as disputes involving other aviation-related
businesses; and

• Overall aircraft ownership structuring and risk management planning.

These clients include all types of individual aircraft owners, operators and manufacturers; corporate flight departments; certificated air carriers and certificated repair stations; as well as various other companies whose businesses in or serving the aviation industry invoke aviation-and transportation-related regulatory oversight and compliance issues.

Mr. Norton served on the Applicability Working Group of the Federal Aviation Administration’s Part135/125 Advisory Rulemaking Committee, the FAA’s effort to review and potentially re-write the regulations that govern all on-demand commercial aviation transportation activity in the United States. He is also very active in several industry-related groups, including past participation on the NBAA’s Part 135 Committee, and he is a past Chair of the NBAA’s Domestic Operations Committee. Mr. Norton was a regular commissioned officer in the U.S. Air Force from 1984 to 1993, serving primarily as a KC-10A pilot and aircraft commander. Before becoming a pilot, he also briefly served as a KC-135A navigator. He received several military decorations, including the Meritorious Service Medal and the Aerial Achievement Medal for contributions to Operations Desert Shield, Desert Storm and Restore Hope. Mr. Norton currently holds many civil certificates issued by the Federal Aviation Administration. He is an airline transport pilot (multi-engine land) with a DC-10 type rating, and a commercial pilot (single-engine land). He also maintains certification as a certified flight instructor, instrument and multi-engine, as well as an advanced ground and instrument instructor.

Mr. Norton is also very active in his local community, currently serving, for example, as a member of the Board of Trustees of the FRONTIERS OF FLIGHT MUSEUM located at the Dallas Love Field Airport, Dallas, Texas, and previously as President and a member of the Board of Trustees of CHALLENGE AIR FOR KIDS & FRIENDS, INC., a Dallas-based nonprofit corporation that provides instructional, therapeutic and educational aviation experiences for physically challenged children.
