Bio
Mr. Brooks has worked in government for over 30 years in various capacities including the Sacramento County Environmental Management (Code Enforcement), Community Development (Code Enforcement), and County Executive (Analyst) Departments. He also worked in Yolo County as the Code Enforcement Manager in the West Sacramento Police and Planning Departments.
Mr. Brooks has written research papers, magazine articles, and editorials on health as it relates to housing conditions. Mr. Brooks periodically serves as a subject matter expert for State/Federal legislation to improve health and housing. In this regard, Mr. Brooks received a 2016 HUD Achievement Award from then HUD Secretary Julian Castro.
As a member of the Board of Directors for the California Association of Code Enforcement Officers, Mr. Brooks has worked on policies and legislation to advance the profession. He has also lectured on Code Enforcement topics at the Los Rios Community College Public Safety Center and Sacramento County Sheriff’s Academy. In addition, Mr. Brooks frequently speaks before local planning commissions, city councils, and county boards of supervisors regarding home environmental issues and occupant health.
Mr. Brooks is a member of the National Center for Healthy Housing Policy Steering Committee and California Healthy Housing Coalition.
