Kelly Davila is the Director of Regional Services & Economic Development for the South Plains Association of Governments (SPAG) and Caprock BFC. Kelly is a graduate of Texas Tech University, a Certified Public Manager, and a 2016 LBJ School of Public Affairs Public Executive Institute graduate. As the Director of Regional Services & Economic Development, Kelly oversees several programs that serve the SPAG region as well as other parts of Texas, including the SBA 504 loan program, SPAG Revolving Loan Fund (RLF) program, SPAG COVID-19 specialty loan programs, South Plains Economic Development District (SPEDD), as well as traditional COG programs such as the Office of the Governor Public Safety Programs, Regional Transportation Coordination, Regional Solid Waste Management, Regional Water Planning and Grant Administration for rural cities and counties.
