Phil Bullock

Based in Sydney, he specialises in freight policy, transport strategy, performance assessment and government reform. Prior to joining NineSquared, Phil held senior roles within Transport for NSW and has also worked with leading advisory firms on projects across Australia, New Zealand, South Africa and the United Kingdom. He brings extensive expertise in translating complex policy and data into practical solutions for governments and industry
Evelyn Bratchford
Manager, NineSquared
Evelyn Bratchford is a Manager at NineSquared with expertise in freight, transport and infrastructure policy. She has led and supported a range of projects focused on freight planning, stakeholder engagement, transport strategy and policy development, working closely with government agencies and industry stakeholders. Evelyn is particularly experienced in synthesising complex evidence and stakeholder perspectives into clear, actionable insights that support decision-making. Her work spans strategic planning, evaluation, governance and reform projects, with a strong focus on improving outcomes for the transport and freight sectors.
Lachlan Benson
Director, Blue Arcadia
Lachlan Benson is a freight and logistics executive with more than 30 years’ experience across transport, ports, intermodal terminals and supply chain operations. He is Managing Director of Blue Arcadia and currently serves as CEO of the Moorebank Intermodal Terminals Company (MIT Co), overseeing one of Australia’s largest intermodal freight terminals. Lachlan has previously served as CEO of the Australian Logistics Council, the national peak body for Australia’s logistics industry, and as CEO of Healthy Heads in Trucks and Sheds. He has also held senior leadership roles with Sydney Ports, AWB and the NSW Ministry of Transport, and served on the iMOVE CRC Board.
