Seth Kagan
Vice President – Head of Environmental Claims, Aspen Insurance
Seth Kagan is the Vice President – Head of Environmental Claims at Aspen Insurance based in the New York City area. Aspen’s environmental insurance portfolio includes monoline pollution liability policies, as well as package commercial general liability policies, which offer commercial general liability, site pollution liability, contractors pollution liability, products pollution liability, and professional liability coverages.

Mr. Kagan is a seasoned claims representative, with experience handling claims within the United States, including Puerto Rico and Guam, and internationally, including, Canada, Latin America, and Europe.

Mr. Kagan has worked with various governmental and non-governmental organizations, including the US Environmental Protection Agency, the National Park Service, the National Trust for Historic Preservation, and the International Council of Environmental Law.

He also spent several years in private practice in Manhattan, New York, handling landlord/tenant litigation and transactional work for residential and commercial real estate clients.

Mr. Kagan received his Juris Doctorate (with honors and an Advanced Certificate in Environmental Law) from the Elisabeth Haub School of Law at Pace University (formerly Pace Law School) and a Bachelor of Arts in Anthropology (with honors) from the University of Maryland – College Park.

Mr. Kagan is licensed to practice in New York and New Jersey.

His professional background includes emergency preparedness, response and management; site characterization and remediation; industrial hygiene air monitoring; expert witness testimony; oil and gas well abandonment; and human health and environmental risk assessments. During his career, he has managed incidents throughout North America involving oil and gas well blowouts, pipeline releases, train derailments, AST tank failures, petrochemical explosions and fires, highway hazardous materials spills, and hurricane-related hazardous materials spills.
