Design, traffic management and road safety are critical to achieving safe, efficient and context-responsive transport. Road design, traffic management and road safety practitioners often work towards the same outcomes, but they see things differently. This webinar helps these practitioners contribute to an integrated and unified approach to transport facility planning, design, implementation and operation.

The webinar draws on the Austroads Guides to Road Design (AGRD), Traffic Management (AGTM) and Road Safety (AGRS), and a new publication from Austroads (Coordinated Use of Austroads Guides to Support Safe and Efficient Road Networks) to demonstrate their interconnectedness. Most users are familiar with only one or two of these Guides; however, all three are mutually supportive and interdependent. The complementary disciplines should be involved from strategic planning through to operation and renewal, as illustrated by a staged framework.

The webinar will cover core concepts, including Movement and Place, Level of Service, the Safe System approach, safe mobility, Context-sensitive design and design domains. An understanding of these concepts among practitioners across the three disciplines will support integrated teams in using the 3 Austroads Guides (AGRD, AGTM, AGRS) together, rather than disciplines working in isolation and passing problems from one group to another. This will improve outcomes when designing, operating, and managing the transport system for the various user types and capabilities.

Dr Rod Troutbeck has over 50 years’ experience in traffic engineering, road safety and road design. In recent years, he has assisted Austroads by revising Part 2 of the Austroads Guide to Traffic Management, rewriting Part 6 of the Guide to Road Design, developing techniques for managing information in jurisdictions’ supplements, leading a strategic review of the Austroads Guide to Road Design and the role of designers in road agencies, co-authoring a report on reducing head-on collisions, and supporting ASBAP.

Andrew Wall, PSM, is an accomplished transport planning executive and civil engineer with over 40 years of experience driving innovative, world-leading engineering practices to enhance economic, social, and environmental outcomes for the Victorian community.

Andrew's career is marked by strategic leadership and groundbreaking framework developments. Notably, he led the creation of "SmartRoads"—a pioneering network operational framework that balanced competing road space demands—earning him a Public Service Medal in 2013 and an Institute of Engineers Engineering Excellence Award in 2011. He also spearheaded the evolution of this work into the state's comprehensive "Movement & Place" decision-making framework.

Andrew received an Austroads Outstanding Service Award in 2024, recognising over two decades of national representation in asset management and network task forces.

Throughout his tenure across senior roles at VicRoads and the Department of Transport, Andrew has successfully managed large-scale divisions of up to 500 technical staff, and championed collaborative stakeholder and change management initiatives. A recognized expert in asset management, strategic planning, and traffic engineering, Andrew holds a Bachelor of Civil Engineering (Honours) from the University of Melbourne.
