Bert Randall, President of Franklin & Prokopik, is a trial attorney concentrating in complex matters involving employment, tort liability and business litigation. He regularly represents companies in state and federal courts, and before state and federal administrative agencies. Outside of his active trial practice, Bert provides general counsel services to Maryland businesses including General Counsel to the Maryland Motor Truck Association (MMTA) and Restaurant Association of Maryland (RAM). Additionally, Bert actively counsels employers in effective policy formation and training in order to avoid costly litigation.

Helen White, CSAPA is the founder and President of White Glove Drug & Alcohol Testing, Inc. Helen owns and operates 5 (five) facilities in Maryland that provide drug and alcohol collection services for both regulated and non regulated employers, as well as a team of on-site collection personnel. In addition to collection services, she also provides Third Party Administration to DOT regulated drug and alcohol testing programs, specializing in FMCSA, FTA, and USCG for more than 700 clients. Helen has more than 28 years in the drug and alcohol testing industry with hands on experience functioning in several different capacities. She earned her CSAPA certification in 2009. White Glove is Nationally Accredited for the Administration of Drug & Alcohol Testing Programs by DATIA and a certified TPA by SAPAA. Helen has also held MRO-A certification by MROCC. She is a certified instructor for both urine drug and alternative specimen collections. Additionally serves as an instructor for breath alcohol and screening test technicians. White Glove facilities have received the Accredited Collection
Facility status from DATIA.

In addition to her TPA, and collection site management skills, Helen regularly provides workforce and agency specific Supervisory Drug and Alcohol Awareness Training for more than 50 clients in the mid-Atlantic region. She also hosts periodic webinars for both supervisors and employees on the subject.

White Glove is active in the community partnering with several local non-profit organizations promoting drug abuse prevention and awareness, where Helen has served as a consultant and presenter.

Helen lives with her husband in Severna Park, MD. She is very active in her church and is dedicated to service in prison ministry. She has served as a commissioner on the Certification Commission for Drug and Alcohol Program Professionals (CCDAPP) since 2015, as well as an officer and the credentials chair since 2016. She has also been a long time active member of DATIA and SAPPA, and a founding member of NDASA.
