Congress recently passed Public Law 116-123, “Coronavirus Aid, Relief, and Economic Security Act (CARES Act), to provide much needed funding, including special earmarked funds to Indian tribes and tribal schools. The Office of Management and Budget (OMB) issued memoranda to provide relief for federal grant recipients (including tribes) from its regulations, OMB Uniform Guidance (2 CFR Part 200). KIVA, realizing the need for further information and guidance, has developed its Guidance Memorandum, Nol. 2020-02, to explain the OMB exceptions for your information.
