    Paul Flannery
    Executive Director of IYBA
    Paul has been involved in the marine industry for almost his entire life, having started as a dock boy on Eastern Long Island in the late 1960's and working his way up to the position of captain on custom sportfishing boats in the tournament circuit. He holds a 500 ton U.S.C.G. Masters license, has traveled many of the oceans of the world and is also a licensed private pilot.

    In 1992, Paul began working in a yacht brokerage position in Jacksonville Fl. and in 1996, he opened Flannery Yachts, Inc where he was a new boat dealer, ran a complete marine service company and enjoyed great success in the brokerage markets. In 2004, Flannery Yachts combined efforts with HMY Yacht Sales and launched the North Florida representation for various high end production new boat brands as well as brokerage sales. His affiliation with HMY lasted for 12 years and the final two years of Paul's brokerage career were spent with SYS Yachts as Director of Sales, Palm Beach Division.

    In early 2018, Paul was approached by the Executive Committee of IYBA and asked to assume the role of Executive Director on a full-time basis, where he currently directs the day to day operations of the association. His current duties involve the coordination of seminars, networking events, legislative affairs and working with the Board of Directors to shepherd the growth of the organization. When asked what he enjoys most regarding his career, he says that he genuinely enjoys the opportunity to continue to "give back" to the industry which has given him so much.

    Robert Allen
    Senior Partner at Robert Allen Law
    Robert N. (“Bob”) Allen Jr. is the senior partner at Robert Allen Law, which focuses a significant part of its practice on the yachting industry.  With attorneys in Miami, Fort Lauderdale, Palm Beach, New York and Houston, their legal team represents buyers, sellers, manufacturers, dealers, brokerages and banks in superyacht transactions throughout the world, including new-build contracts. 

    They litigate on behalf of brokers in commission disputes, manufacturers in the defense of claims, and buyers and sellers will respect to claims on deposits.  They also help facilitate the legal side of closing on purchase, sale and loan transactions no matter where a yacht is located – in the U.S. or overseas.

    Bob, himself, has advised the largest yacht manufacturing groups in the world with respect to their operations in the U.S., the Americas, Europe, Asia, and Australia.  He and his firm from time to time also provide legal assistance to the International Yacht Brokers Association (IYBA).  For example, Bob was instrumental  in the development of the IYBA’s Purchase and Sale and Listing Agreements, which have become the standard for the industry. 

    Bob received his law degree from the University of Notre Dame and his bachelor’s degree in international relations from New College. He is fluent in Spanish. He is married and has a 7-year-old son.

    Mike Wills
    Co-Founder and Chief Data Officer of CSS Assure & CSS Platinum
    Mike is the Co-Founder and Chief Data Officer of CSS Assure & CSS Platinum. Mike retired as a British Army Major in following a 20 year military career working in technical and information assurance roles including in Northern Ireland, Iraq and Afghanistan. Prior to founding CSS Assure and CSS Platinum, Mike worked as a consultant to the United Kingdom’s Ministry of Defence and other UK Top 20 Consultancy Houses.

    With 20 years of information security experience, Mike specialises in cyber security strategy, data strategy, data protection, data optimisation, risk management and business continuity. Borne out of his military experience of leading brave soldiers, Mike is particularly adept at translating complex technical concepts and regulation into clear, simple to understand risks that help fellow business owners, c-suite and senior management teams understand the threats that the cyber domain presents and appropriate mitigation that best serve the needs of the business.

    Jamie Stampar
    Regional Vice President with CBIZ SE Insurance Services
    Jamie is currently Regional Vice President with CBIZ SE Insurance Services. She has been serving clients in the high net worth sector for 20 years, and is also a former award winning educator. In 2016, Jamie wrote the first Worldwide Insurance Program for a Personal Lines client for assets in 5 countries. This was an 18 month endeavor, proving Jamie’s solution based approach, and determination for meeting the needs of her clients. Jamie Stampar is originally from Charleston, SC. She graduated from FAU with honors, after 3 years at Oxford/Emory in Atlanta, GA. She has four children and resides in Jupiter, FL. With an interest in sailing and yachting, Jamie enjoys travelling seasonally between Newport, RI and Jupiter, FL.
