Speed is a significant contributor to road trauma, influencing both the likelihood of a crash, and also the severity of crash outcomes, regardless of the cause. Austroads is updating the Guide to Road Safety Part 3: Safe Speeds (AGRS Part 3) with the latest evidence and best practice in speed management. This webinar will provide an overview of the new content in this interim Guide update.

Speed management is a rapidly evolving policy area, and Austroads continues to conduct research and assess the latest approaches to the topic. Work has already commenced to identify gaps in knowledge for the next update of the Guide, expected for release in 2026. This includes the recent publication of a new report titled ‘Review of Speed Management Evidence and Guidance’ (AP-T385-25). This report presents the findings of a literature review and engagement with stakeholders to identify and address key gaps in current guidance. The findings from this review will be discussed in this webinar, including how these will inform the updated structure and content of AGRS Part 3.

Dr Blair Turner is the Austroads project manager for the current update of the Austroads Guide on Safe Speed. Much of his career has been spent conducting research and developing policy on speed management, and he completed his PhD on this topic. He is the lead author of the global guide on Speed Management published by the World Bank and WRI, and author of the WHO manual on this topic. He has conducted research and published widely on various speed issues, including the effectiveness of speed interventions, innovative use of speed data, the broader societal benefits from speed management, and methods for engagement with community and decision makers on this topic. He has helped develop policy on speed in most Australian states, for local government, and for various overseas governments.

Dr Soames Job is CEO and Principal of Global Road Safety Solutions Pty. Ltd. His leadership positions in Road Safety have included Global Lead for Road Safety, World Bank and Head of the Global Road Safety Facility; Executive Director, National Road Safety Council of Australia; Executive Director, New South Wales Centre for Road Safety; Fellow and National President, Australasian College of Road Safety; Adjunct Professor in Road Safety, University of New South Wales; Chair, National Road Safety Executive Group; Deputy Chairman of ANCAP (Australian New Car Assessment Program); and Director of the Health & Safety Psychology Research Unit, University of Sydney.
Soames has over 40 years of experience in road safety, having successfully headed government lead organisations in road safety, been a Professor in Road Safety, and consulted for many development banks, the United Nations, the World Health Organization, the International Standards Organisation (ISO), and the OECD, and has provided road safety guidance to over 100 countries and states (including to Police Departments, Transport Departments, Road Building Agencies, Health Departments, as well as many Ministers and Ministries).
Mainly as member of a team, Soames has won 25 national and international awards in road safety and research, including 6 Prince Michael International Road Safety Awards, AdNews National Award for Best Campaign of the Year, three Caples International Awards New York, Four Advertising Federation of Australia EFFIE (Advertising Effectiveness) Awards (including Grand EFFIE for Most Effective Campaign and Gold EFFIE). Soames was first listed in Who’s Who in the World in 1997, and has over 500 scientific publications.

Anna Bray Sharpin is a Principal Transportation Advisor at Abley, and the Technical Lead for the update of the Austroads Safe Speed Guide. Anna has over 15 years of experience working in transport and road safety. Anna led the development of New Zealand’s national Speed Management Guide (2022). She has also worked internationally supporting road safety and speed management in low- and middle-income countries. She was the lead author of the Low Speed Zone Guide (World Bank and WRI, 2021). Anna has extensive experience delivering training and capacity building workshops for road safety stakeholders in New Zealand and internationally.
