This course will focus on the attendee navigating and understanding how to use the 2021 IPMC in order to enforce regulatory statutes. The 1997 Uniform Housing Code will also be explored for those who still utilize the material. City Attorney Jim Eckart will discuss legal applications as well as outline the adoption process of the model codes.

    Carlos is currently serving as the current 2022 ICC Code Enforcement Chapter of Orange County (CECOC) President. Carlos is currently providing management and leadership to all building and code department functions to exceed company and client goals.

    ICC Regional Manager | Government Relations
    Susan M. Dowty, P.E., S.E., regional manager in the Government Relations department of the International Code Council, has over 35 years of experience in the development and application of building code provisions. Dowty provides support to code officials, design professionals and the academic community on the implementation and use of the International Codes (I-Codes). Prior to her current position, Dowty was Vice President for S.K. Ghosh Associates, a seismic and building code consulting firm.

    Over the course of her career, she played an active role in the development of structural provisions for the International Building Code (IBC), where she served as the Structural Committee Secretariat. She also has been involved in the development and delivery of training programs for code officials on structural provisions in building codes, as well as the development of a number of structural engineering publications. She was appointed by the governor to the California Building Standards Commission in 2006 and served until 2010. She served on the BSSC Board of Direction from 2016 to 2018.

    Dowty currently serves a three – year term (2019-2022) on the National Earthquake Hazards Reduction Program (NEHRP) Advisory Committee on Earthquake Hazard Reduction (ACEHR) and is a member of the Project Technical Panel (PTP) on the FEMA-NIST Functional Recovery effort.

    Dowty received her Bachelor of Science degree in Civil Engineering from Cal Poly, San Luis Obispo, and her Master of Science degree from California State University, Long Beach.

    Pete Roque is currently the Code Enforcement Director for 4LEAF Inc. Pete has a decade in the Code Enforcement Industry and has served on local, regional, state, and national boards to promote Code Enforcement in the United States. Pete also serves as an adjunct professor at Santiago Canyon College (SCC) in Orange, CA, and Irvine Valley College (IVC) in Irvine, CA. Pete has also taught courses for law enforcement professionals and organizations such as the Department of Housing and Urban Development, Environmental Protection Agency, Federal Bureau of Investigations, International Code Council (ICC), California League of Cities, California Healthy Housing Coalition, California Association of Code Enforcement Officers, Standards and Codes Academy, and the American Association of Code Enforcement Officers.

    Pete currently is on the Board of Directors for the ICC Code Enforcement Chapter of Code Enforcement and the American Association of Code Enforcement.

    James Eckart is a partner at the Law Offices of Dapeer, Rosenblit & Litvak, LLP ("DRL"), where he has worked for over 20 years. DRL serves as community preservation attorneys and City Prosecutors for approximately 50 municipalities throughout California enforcing the Cities' municipal codes and applicable State laws through administrative, civil, and criminal remedies.

    Mr. Eckart serves as the primary City Prosecutor for the Cities of Downey, Culver City, Covina, Industry, West Hollywood, Bell Gardens, Beverly Hills, and Montclair, as well as several other DRL clients.

    Mr. Eckart has drafted ordinances for municipalities on a wide array of topics, including, but not limited to, adult oriented businesses, massage establishments, graffiti, public nuisances, sidewalk vending, smoking restrictions, cost recovery, and administrative citations. Aside from providing legal assistance to DRL’s City clients, Mr. Eckart has trained police officers, Sheriff's deputies, District Attorneys and local prosecutors, City Attorneys, code enforcement officers, building inspectors, Health Department inspectors, and other governmental personnel on COVID-19 Order enforcement; techniques for general investigations and specialized investigations (e.g., establishments illegally used for gambling, narcotics, and prostitution); search and seizure issues; report writing; criminal prosecutions; and court procedures (including testimony).
    Mr. Eckart has been a lecturer for numerous organizations including League of California Cities; California Association of Code Enforcement Officers (CACEO); Southern California Association of Code Enforcement Officers (SCACEO); Community Officer Resource Exchange (CORE); Los Angeles County Sheriff’s Department; Los Angeles County Fire Department; Orange County Fire Prevention Officers Association; and Code Enforcement Workshops.

    Mr. Eckart has also taught several mock trial courses at multiple middle and high schools in Los Angeles County.

    Prior to working for DRL, Mr. Eckart worked at the Los Angeles County District Attorney's Office, where he was assigned to both the adult and juvenile courts, handling misdemeanors and felonies.
