Mr. Snow is the former Deputy Assistant Secretary of the Navy for Installations, Facilities and Energy and National Moderator for defense conferences hosted by Defense Leadership Forum. Mr. Snow has over 35 years of Military, Business, Energy, and Government experience.

Victoria Butler
Associate Deputy Director, Office of Small Business Programs, NAVAIR HQ
Ms. Victoria Butler is the Associate Deputy Director for the Office of Small Business Programs, NAVAIR HQ, at Patuxent River, MD. Her experience spans from NAWC-WD, NAWC-AD, Missile Defense Agency, then on to Navy International Program Office, before coming back to Patuxent River NAVAIR. The majority of her experience is in the acquisition of weapon systems, Sidewinder, Tomahawk, JDAM, Phoenix, Standard Missile, AEGIS BMD and AARGM Block 1. She has taken on the roles and responsibilities of a financial lead, acquisition lead and program management lead in her career with the Department of the Navy, to eventually include working F/A-18E/F as an IPT Lead in Advanced Systems, prior to the Office of Small Business Programs.

Ms. Butler holds a Masters’ Degree in Technical Management from Johns Hopkins Engineering School. Ms. Butler holds a Level III certification in Program Management and also in System Engineering and has been a member of the Defense Acquisition Corps since 2009.

Chris Espenshade
Director, Office of Small Business Programs at NAVSUP
Mr. Christopher Espenshade currently serves as the Director for the Office of Small Business Programs (OSBP) at the Naval Supply Systems Command (NAVSUP). Headquartered in Mechanicsburg, PA, NAVSUP's mission is to provide supplies, services, and quality-of-life support to the Navy and joint warfighter. NAVSUP manages supply chains that provide material for Navy aircraft, surface ships, submarines, and their associated weapons systems.

Prior to leading NAVSUP’s Office of Small Business Programs, Mr. Espenshade spent 12 years as a Contracting Specialist, Officer and Procurement Analyst within the NAVSUP Enterprise, supporting a number of NAVSUP procurement initiatives and reform efforts.

Mr. Espenshade is a graduate of the John L. Grove College of Business at Shippensburg University of Pennsylvania. Holds a level III certification in Contracting and has been a member of the Defense Acquisition Corps since 2015.
