Please join us on Tuesday, 1 March 2022, at 1200 EST, to hear a presentation by Mr. Paul Farnan, Acting Assistant Secretary of the Army (Installations, Energy and Environment), on the Army Climate Strategy. The strategy is designed to help counter the threat climate change poses to the Army’s ability to provide trained and ready forces in response to national security threats around the world. The Army Climate Strategy guides actions that will enhance readiness and resilience against climate threats and risks impacting the Army.

Lieutenant General Guy C. Swan III currently serves as an AUSA Vice President. During more than 35 years of active service he commanded at every level through Army Service Component Command. A career armor/cavalry officer, his general officer assignments included Commanding General, United States Army North/Fifth Army; Commanding General, United States Army Military District of Washington and Commander, Joint Force Headquarters-National Capital Region; Commanding General, 7th Army Training Command, United States Army Europe/Seventh Army; Chief of Staff and Director of Operations, Multi-National Force-Iraq during Operation Iraqi Freedom; Director of Operations, United States Northern Command; and Chief of Army Legislative Liaison.

General Swan's other key assignments included Commander, 11th Armored Cavalry Regiment; Assistant Deputy Director for Strategy and Policy for the Joint Staff; and Deputy Operations Officer for the 1st Armored Division during Operations Desert Shield/Desert Storm.

A 1976 graduate of the United States Military Academy at West Point, General Swan holds a Master of Military Art and Science degree from the United States Army's School of Advanced Military Studies. He also holds a Master of Arts degree in National Security Studies from Georgetown University and was a National Security Fellow at the John F. Kennedy School of Government at Harvard University.

General Swan is a member of the Council on Foreign Relations, the Aspen Institute Homeland Security Group, and the FEMA National Advisory Council. He is also a Certified Emergency Manager(CEM) and a Certified Protection Professional (CPP), board certified in security management.

General Swan is married to the former Melanie Taylor Curry of Fort Lauderdale, Florida. They have two children: Ryan, a US Army lieutenant, and Melissa, a college junior.

Paul Farnan
Principal Deputy Assistant Secretary of the Army (Installations, Energy and Environment)
Mr. Paul Farnan was sworn in as the Principal Deputy Assistant Secretary of the Army for Installations, Energy and Environment on October 4, 2021, and is also serving as the Acting Assistant Secretary of the Army for Installations, Energy and Environment. As the Acting Assistant Secretary of the Army for Installations, Energy and Environment, he is the principal advisor to the Secretary of the Army and Chief of Staff of the Army on all matters related to Installation policy and oversight and the coordination of energy security and management. He is also responsible for policy and oversight of sustainability and environmental initiatives; resource management including design, military construction, and operations and maintenance; Base Realignment and Closure (BRAC); privatization of Army family housing, lodging, real estate, and utilities; and the Army’s Installation Safety and Occupational Health (SOH) programs. Prior to his appointment, Mr. Farnan served at U.S. Northern Command performing COVID response operations. This included deploying in spring 2020 to California, Louisiana, and New York City to assist in the coordination of the medical support the military provided to the citizens of those states. He also was a member of the planning team that wrote DoD’s global pandemic response plan, and in the spring of 2021 deployed to New Jersey to coordinate military teams providing support at the federal vaccination sites in that state. Mr. Farnan has also served in the operational energy office in the Pentagon and as a senior civilian advisor to the commanding general in Afghanistan where he focused on civil-military cooperation. He has also worked as a senate legislative assistant working on defense and veterans’ issues. Mr. Farnan served on active duty for nine years as a Naval helicopter pilot and continues to serve as an officer in the Naval Reserve. Mr. Farnan graduated from Villanova University with a Bachelor of Electrical Engineering. He further earned a Master of Arts in Environmental Policy from the University of Denver and a Master of Science in Global Energy Management from the University of Colorado, Denver.

HON Patrick Murphy
AUSA Senior Fellow
The Honorable Patrick J. Murphy was presidentially appointed and Senate confirmed as the 32nd Under Secretary of the Army in December 2015, and served until January 2017. He led the management and operation for the Army—the Nation’s second largest employer, with a budget of $148 billion—a Fortune 10-sized organization. He focused on dynamic and efficient business operations, transforming the Army to be more innovative and responsive. He expanded the Soldier for Life initiative saving $340M annually. Mr. Murphy facilitated unprecedented public-private partnerships generating over $250M in savings, from Major League Baseball constructing a stadium at Fort Bragg, to 20th Century Fox supporting Army recruiting, to Suze Orman providing financial counseling for every Army family. His aggressive and authentic use of social media to tell the Army story helped lead to an 18% growth across all platforms.
His entrepreneurial background includes co-founding a production company that creates television, digital content, and events. He was a television anchor and contributor to NBC Universal and Executive Producer for MSNBC’s Taking the Hill, a national security policy show which specialized in breaking down the civil-military divide (2011–2015), and the Triumph Games, a wounded warrior athletic competition on CBS Sports (2015–2016). He authored the book Taking the Hill: From Philly to Baghdad to the United States Congress, published by Henry Holt (2008). Previously, Mr. Murphy was a national litigation partner at an AmLaw 100 law firm.
From 2007 to 2011, Mr. Murphy served as the first Iraq War Veteran elected to the U.S. Congress, representing the Eighth Congressional District of Pennsylvania. His service on the Armed Services, Select Intelligence, and Appropriations committees included responsibility for the $3.4 trillion budget. He co-authored several Veterans initiatives including the 21st Century GI Bill, the Repeal of Don’t Ask Don’t Tell, and Hire Our Heroes legislation. Mr. Murphy joined the Army at nineteen, earning his commission as a second lieutenant; he later served in the U.S. Army Judge Advocate General’s Corps as a criminal prosecutor and as an assistant professor in the Department of Law at the U.S. Military Academy at West Point. He also served as a Special Assistant U.S. Attorney for the Southern District of New York. Following 9/11, he served two overseas deployments – Tuzla, Bosnia (2002) and Baghdad, Iraq (2003–2004). While serving in Iraq with the 82nd Airborne Division, he led a Brigade Operational Law Team (BOLT) and earned a Bronze Star for his service.
A former collegiate hockey player, Mr. Murphy is a graduate of King’s College Army ROTC Program and the Widener University Commonwealth School of Law. In addition to teaching at West Point, he has lectured at Harvard, Stanford, University of Chicago, University of Pennsylvania, the U.S. Air Force Academy and his alma maters.
