Angie is Vice President of Business Development for Martinez Construction Services, a small business specializing in General Contracting Services. Angie has over 25 years of experience in the federal design and construction industry, including as an active-duty Navy officer in the Civil Engineer Corps, working for a small environmental consulting firm, and a large government contractor. In 2015, she joined her sister and brother-in-law to build Martinez Construction Services from a small 2-person design consulting firm to a $20M/year contractor with over 30 employees. Angie is currently the Project Director for the Space Port Architectural and Civil Engineering (SPACE) contract. SPACE is a single-award task order contract for the Space Force providing Title I and Title II services supporting infrastructure demands at Patrick Space Force Base and Cape Canaveral Space Force Station. Angie has a degree civil engineering from Auburn University and is a registered Professional Engineer. Angie is a Fellow in SAME, a member of SAME’s Space Coast Post, is the Chair of SAME’s Construction Community of Interest, and currently on the SAME Executive Committee.

Chief Administrative Officer, Hensel Phelps
As the Chief Administrative Officer for Hensel Phelps, Matt oversees the company's Enterprise Services unit and provides leadership on strategic initiatives, innovation and enterprise change management. In his role, Matt directs Hensel Phelps' Virtual Design & Construction (VDC), Supplier Diversity, Project Development, Design Management & Sustainability, Production Engineering, and Equipment Support Departments, as well as the Enterprise Project Management Office. Matt also helps lead the company's AI Council, Data Governance Council, and serves as a mentor and advocate for forums and initiatives related to customer experience, employee experience, talent acquisition, and organizational development.
Matt graduated from the University of Colorado with a B.S. in Civil Engineering and joined Hensel Phelps in June 1998. In his 27-year career with Hensel Phelps, Matt has risen through the ranks of Field Engineer, Office Engineer, Project Engineer, Project Manager, Operations Manager and Director of Operations. He has directly managed over $1.5 billion in projects across a diverse range of project delivery methods and market sectors--from mission critical to high-rise, hospitality, aviation, healthcare, and federal design-build. Matt's notable accomplishments include leading the procurement, design, construction and commissioning of the $625 million High Performance Computing Center at Fort George G. Meade as the full-time onsite Project Executive from 2013 to 2017. As Director of Operations for Hensel Phelps' Mid-Atlantic Region from 2017 through 2023, Matt successfully led procurement efforts totaling over $3.5 billion in awarded work. He was also responsible for oversight and management of 22 active projects and 400 employees within a region that averaged approximately $800 million of revenue annually. He has been involved with local AGC chapters and the AGC of America throughout his career. He is currently Chair of the AGC Federal and Heavy Division and serves on the AGC Board of Directors. He served from 2018-2022 as co-chair of the AGC Corps of Engineers Committee representing Military Construction and in 2023 as the Vice Chair of the AGC Federal and Heavy Division. Matt remains active in engagements with USACE, GSA, VA and NAVFAC representing industry viewpoints on labor availability, supply chain instability, market trends and forecasts, and impacts of public policy on the AEC industry.
