Susan was named a SAME Fellow in the Class of 2019.

Director of Business Development, Cavalry Consulting
Shane Payne spent 20 years in the United States Army as a Horizontal Construction Engineer, rising to serve as a First Sergeant, one of the most prestigious leadership positions in the enlisted force. He led soldiers and construction teams across the country and overseas, including two deployments to Afghanistan, before finishing his career as a Construction Inspector with the Europe District Corps of Engineers. His service was recognized with the Bronze Star Medal and Purple Heart. He retired on December 1, 2025.

Shane now serves as Director of Business Development at Cavalry Consulting, a proposal and capture consulting firm helping government contractors win federal work.

Shane has been a SAME member since 2017, serving as the Enlisted Community of Interest Chair from May 2021 to May 2023 and as an Elected Director from May 2023 to May 2026. He is currently a candidate for the SAME Texas Region Leadership Development Program.
