The Modernization of Cosmetics Regulation Act of 2022 (MoCRA) is the most significant expansion of FDA’s authority to regulate cosmetics since the Federal Food, Drug, and Cosmetic (FD&C) Act was passed in 1938.

The webinar will review MoCRA and requirements including adverse events and reporting, records access, registration, and the Voluntary Cosmetic Reporting Program as well as good manufacturing practices (GMPs).

    Myra Y. Irizarry Reddy is the Director of Government Affairs for the Professional Beauty Association (PBA). Myra studies various issues affecting the professional beauty industry including local, state and federal legislation. She writes advocacy campaigns, policy positions, and testimony. Prior to joining PBA, she served as a staff member for the U.S. Senate, U.S. House, the Texas State Legislature, and the California State Assembly. During her tenure at the University of Texas at Dallas, where she earned a Master of Arts Degree in Political Science, Myra participated in the Essex School Methodological and Analytical Data Analysis Program at the University of Essex in Colchester, England. She also earned a Master of Arts Degree in Criminology and Criminal Justice. As a solution driven co-creator of two children, Myra’s greatest joys are Sofia and Maddox, her husband Aaron, and dog, Maggie.

    Craig Weiss received a B.S. in Biology from Monmouth College, and prior to arriving at Consumer Product Testing℠ Co., Craig held technical positions at Del Laboratories, Norwich Eaton Pharmaceuticals (Proctor and Gamble) and Roxane Laboratories.

    Craig began his career with Consumer Product Testing℠ Co., Inc. as the Vice President of the Product Technology Analysis and Control Division (PTAC), which was comprised of the Microbiology and Analytical Chemistry departments. PTAC, now known as the Analytical Service Division, offers such varied services as water system validations, cleaning validation, production environmental monitoring and routines analysis.

    In 1993 Craig became a corporate Vice President and in 1999 he became the President of Consumer Product Testing℠ Co., Inc.

    Craig is active in many trade organizations and is a member of ICMAD’s board of directors, serving as Treasurer and is the Chairman of its Technical and Regulatory Committee. Craig is also a member of the Society of Cosmetic Chemists and Personal Care Product Council serving on its Scientific Advisory Committee.     JOHN BAILEY, JR., Ph.D., is a former director of FDA’s Office of Cosmetics and Colors. He has served in other prominent agency positions including director of the Office of Applied Research and Safety Assessment in the Office of Science. After his retirement in 2002, he joined the Cosmetic, Toiletry and Fragrance Association as director of cosmetic chemistry, and later served as the Personal Care Products Council as executive vice president for science. Dr. Bailey is currently an independent consultant with the EAS Consulting Group in Alexandria, Virginia.

    David Abramowitz is co-chair of Locke Lord’s FDA Regulatory group and provides counseling in connection with FDA regulatory issues on a wide range of subjects from pharmaceutical product approvals to cosmetics and food cGMP issues and advertising.
