State budget processes played a significant role in how states responded to the economic impact of the COVID-19 crisis, including how they took action to address budget shortfalls, made decisions about spending federal funds, and more. This session will highlight budget practices as reported in NASBO’s 2021 Budget Processes in the States report, followed by a panel discussion with state speakers on revenue forecasting processes, gubernatorial budget authorities, rainy day fund policies, and other tools used to manage budgets.
