Alex is a Master Mariner, an unrestricted state marine pilot in Massachusetts, and a Captain in the US Navy Reserve, bringing over 27 years of maritime operations expertise and leadership and national security experience to the team to help vessel and marine terminal owners defend against cyber threats. Since 2014, he has led and built multidisciplinary teams with the industry and cybersecurity field expertise to assist principals with protecting their assets and businesses through simplified approaches and solutions, with an emphasis on safety to life and the environment. His study and work in maritime cybersecurity is a component of his professional commitment to understand all risks and hazards to safeguard navigation and maritime operations for which he has sworn responsibilities as a maritime professional. Alex also represents Moran in contributing authorship to the industry Guidelines on Cybersecurity Onboard Ships alongside shipping’s largest stakeholder associations.

Alex is a 1993 graduate of the Massachusetts Maritime Academy and a 2018 graduate of the College of Naval Command and Staff at the Naval War College. He has also completed his courses of study for his Master of Arts Degree in National Security and Strategic Studies from the Naval War College and will graduate in June 2021. Alex is a member of the Boston Marine Society, the Marine Society of New York, and various supply chain and cargo security organizations. He represents Moran on the Cyber Rhode Island Advisory Committee and is a member of the USCG Captain of the Port of New York and New Jersey’s Cyber Advisory Committee.

Will leads the cybersecurity solutions and services group at Moran Cyber. He is an innovative industrial controls (ICS), operational technology (OT) and IoT maritime cybersecurity practitioner, leader, and researcher. He possesses in-depth field experience of cybersecurity technologies and penetration testing methodologies of ICS, IoT, and cloud-based systems. Will is recognized within the maritime industry specializing in passenger vessels and cruise ports for his cybersecurity expertise, industry publications, and leadership in the constantly evolving and complex global domain of maritime cybersecurity. His recent accomplishments include the following:

• Within a 24-month period was able to assemble a world class team of cybersecurity IT and OT experts to quickly and efficiently remediate OT/ICS systems distributed across a fleet of 45 ships protecting critical systems such as machinery automation systems, propulsion, power management, safety and fire detection systems, and navigation systems.
• Achieved industry’s first cybersecurity assurance verification certification from DNV-GL on ABB’s propulsion and power management systems on one of the world’s largest, most technology complex cruise ship.
• Worked with innovative cybersecurity companies in the ICS, OT, and IIoT to develop novel ways of protecting and monitoring cyber threats in a passenger vessels navigation and marine OT systems. Deployed technologies and methodologies were adopted by large marine vendors like ABB, Valmet, and Wärtsilä to improve the cybersecurity resilience of their products.
• Successfully negotiated with major marine suppliers to adopt more stringent cybersecurity controls. Significantly reduced cyber risks and remediation costs by addressing identified gaps during previous penetration tests and cybersecurity assessments.
Will is also a former U.S. Airforce Aerospace Technician specializing on F16 jet aircrafts, power generators, hydraulic systems, and aircraft electrical systems. Will has multiple degrees in information systems (B.S. and M.S) and a Ph.D. (Nova Southeastern University) focusing his research on maritime cybersecurity and social engineering attacks. Will also holds several cybersecurity industry recognized certifications in advanced penetration testing of IT and OT systems listed below:

Director of Maritime Security
Billy was brought onboard Concentric to lead maritime security that supports clients with superyachts globally. As the Director Maritime Security, Billy’s charter is to posture Concentric to meet the current needs of the superyacht industry as well as the needs created due to COVID-19. Understanding how to best serve the superyacht industry currently and in the future Billy teamed Concentric Maritime Security with additional maritime security professionals. Trident Group America was brought onboard to provide all facets for physical security onboard the superyacht as well as its guest and crew ashore. Moran Cyber was brought onboard for their experience protecting the commercial and private sector maritime industry, guests, and crew from cyber threats. This has enhanced Concentrics capabilities and brought in numerous decades of seasoned experience. Concentric Maritime Security provides physical, electronic, and cyber security and consulting, intelligence analysis and risk assessments, maritime overwatch, medical evacuation and tele-medicine support, crew and management vetting and background investigations, and all aspects of training and drills for the superyacht crew and management.

Billy brings with him 36 years of experience in maritime operations. Of this, 25 years were served in the US Navy, Naval Special Warfare (NSW) SEAL Team community and 11 years as a government employee also with NSW SEAL Teams. During this time Billy trained for, planned, and executed maritime exercises, operations, and surveys worldwide. As part of this Billy worked closely with various entities in the commercial and non-commercial maritime industries as well as continental US and overseas port and harbor facilities. This vast and diverse experience has postured Billy for his current position within Concentric.
