Miconex have worked with towns and cities across the UK over the past decade on a range of digital marketing projects but over the past 3 years have specialised in implementing local currencies using Mastercard Prepay programmes to lock in spend for local businesses, drive footfall and stimulate additional economic activity whilst also generating data on consumers. There are now over 40 town/cities across the UK with local gift card programmes.

Colin has extensive knowledge of providing FinTech solutions to support and stimulate local economies, whilst gathering vital data on consumer behaviour. Over the past 18 months Colin has led the development of a new approach to local loyalty and data gathering, working with card-linked technology to automatically reward customers for spending money in the local economy. This programme has been successfully piloted and is now being rolled out in other towns and cities across the UK.

An economist and information scientist, Chris worked initially at the British Institute of Management before moving into academic research and teaching and then becoming Chief Executive of British BIDs (Bb). Chris now focusses on BID research, business intelligence and local and central government relationships for Bb.

Chris is also the Business Development Director of the Winchester Business Improvement District and he successfully took the BID through its renewal votes in 2012 and 2017. The Business Improvement District of central Winchester develops and supports 800 businesses to make Winchester the perfect place to work, shop, visit and live by ensuring that it is clean, green, safe and attractive.

Chris authors the annual National BID Survey, and is an assessor and tutor on the Certificate in BID Management. He continues to work regularly in South East Asia, USA and Europe for the University of Winchester and visits business groups and BIDs around the world.

Professor of Retail Studies at the University of Stirling | Chair of Scotland's Towns Partnership
Professor Leigh Sparks is Deputy Principal (Education and Students) and Professor of Retail Studies at the University of Stirling. He was a geography undergraduate at the University of Cambridge, and completed his Ph.D. (on retail employment) at the University of Wales. Leigh is Board Chair of Scotland's Towns Partnership (2013-date), was a member of the External Advisory Group on the Scottish Government’s National Town Centre Review (2012-2013) and on the Expert Advisory Group advising the Scottish Government on the lessons to be learned from the Horsemeat Scandal (2013). He is currently on the Expert Advisory Group on the Economic Impact of Minimum Unit Pricing of Alcohol and the author of a text for Food Standards Scotland on Policy for Retailing to encourage healthier consumption. Leigh runs a blog on retail matters (Stirlingretail.com).
