Scott Beckner is a Senior Environmental Scientist with CalRecycle, where he manages the Renewable Energy and Climate Change section. His responsibilities include greenhouse gas assessment of solid waste activities, technical evaluation of innovative solid waste processing technologies, implementation of CalRecycle’s Greenhouse Reduction Fund grant programs, and bioenergy policy. Previously, Scott has also worked in solid waste permitting and inspections, CEQA analysis, and extended producer responsibility.
SB 1383 Procurement Requirements: An Overview Scott will discuss the basics of SB 1383 procurement requirements. He will describe the requirements and discuss eligible recycled organics products. He will also give a high level overview of the tools that CalRecycle has developed to help cities implement the requirements. Michele worked in the solid waste industry for over 25 years with the City of San Jose Environmental Service Department and now the County of Santa Clara, where she supports the County Recycling and Waste Reduction Commission, including solid waste services, the County Green Business and Compost Education Programs, and supporting the county's 15 cities, who are navigating new and exciting program opportunities. Her previous experience includes managing large solid waste contracts, community and research scale composting programs, public outreach and customer service implementation and staff training, and Organics Management, including large scale composting, anaerobic digestion, and biomass to energy solutions.
Municipal Usage of Compost & Mulch, Helping to Meet SB 1383 Requirements
Ron Alexander is the President of R. Alexander Associates, Inc, an environmental consulting company specializing in organics recycling. He is considered an expert in compost quality issues, market research and development, and end use. Ron is a horticulturist by training and possesses over 35 years of experience working with compost (and other organic recycled products) in landscaping, erosion control and storm water management. He has worked throughout the State of California on compost market research and development projects, and has trained hundreds of landscape architects, engineers, Cities (and Caltrans) on compost and mulch end use.
