Senior Manager - P.E., HF&H Consultants
Tracy Swanborn is a Senior Manager with HF&H. She has 30 years of consulting experience assisting local governments. Her expertise is in planning diversion programs; managing competitive procurements for collection, processing, and disposal; and developing contracts and ordinances. Tracy has been focused on SB 1383, actively tracking the rule making, presenting SB 1383 requirements to jurisdictions, and assisting jurisdictions with preparation of SB 1383 action plans and SB 1383-compliant franchises. She managed the development of the four CalRecycle SB 1383 Model Tools, including a Model Franchise, Model Ordinance, Model Organics Product Procurement Policy, and Model Food Recovery Agreement.

SB 1383 Model Tools - What are They and How they Can Help You
To comply with SB 1383 regulations, jurisdictions and other entities will be drafting new agreements, ordinances, and policies or amending existing ones. This presentation will introduce you to four SB 1383 Implementation Tools that were produced for CalRecycle by HF&H Consultants, in conjunction with Diversion Strategies and Debra Kaufman Consulting. The SB 1383 tools, which will be available for use by jurisdictions and other entities, include: a model franchise agreement; a model mandatory organics disposal reduction ordinance; a model organic waste product procurement policy; and, a model edible food recovery agreement. Each tool provides example provisions for use to develop new agreements, ordinances, and/or policies, or to amend existing ones. The presentation will highlight key provisions of each tool and describe how users can navigate each model tool. The audience will gain an understanding of how the models can help entities achieve compliance and the various customizable provisions within the models that users can use to fit their needs.

Associate Analyst, HF&H Consultants
Monaliza Noor is an Associate Analyst at HF&H Consultants. She recently assisted with the development of CalRecycle's SB 1383 implementation tools and case studies. To help jurisdictions plan for SB 1383, Ms. Noor has also helped develop a number of SB 1383-specific tools that identify requirements; delineate which entity (City, hauler, or a third-party) will do what; and, allow for cost-benefit analysis. In addition to her SB 1383 focused work, Ms. Noor also assists in hauler performance reviews, solid waste and recycling contract analysis, and procurement evaluations. Before diving into the world of solid waste, Ms. Noor worked as a multimedia journalist for about a decade. Before joining HF&H Consultants in 2018, Ms. Noor worked for the City of Oakland's environmental services division. In 2016, she earned a Master of Science degree in Environmental Management from the University of San Francisco.

SB 1383 Compliance Approaches - Eight Real World Case Studies
Jurisdictions and other regulated entities have many pathways for compliance with the SB 1383 regulations and are encouraged to look to others for real world examples of compliance approaches. CalRecycle released eight case studies, prepared by HF&H Consultants, as resources for jurisdictions and entities to learn about various compliance approaches related to franchising, mandatory organics disposal reduction ordinances; organic waste product procurement; and, edible food recovery. The presentation will provide an overview of each case study including key implementation steps and milestones and lessons learned. The audience will hear about strategies taken in Alameda County, Manteca, San Francisco, San Ramon, Stockton, San Luis Obispo County, Fresno, and the country of France.

SB 1383 Manager, CalRecycle
Ashlee Yee has worked with CalRecycle for eight years. Ashlee's main focus is SB 1383 implementation. Previously, Ashlee worked in the Local Assistance and Market Development (LAMD) Branch, where she focused on the implementation of state laws such as mandatory commercial recycling, mandatory commercial organics recycling, short-lived climate pollutants, and state agency recycling as well as the State Agency Buy Recycled Campaign. Prior to that, Ashlee has worked as a CalRecycle representative for local jurisdictions and state agencies in the Bay Area and in CalRecycle's Jurisdiction Compliance Unit.
