In the recent IAPH membership survey for the recent World Ports Tracker Report, seven out of ten ports who answered are actively engaged with community stakeholders as a key part of their decision-making processes.
Yet in the same survey, when asked about risk, 63% of ports considered their continued license to operate as either a moderate or high risk, up 4% overall from last year. This comes alongside increased concerns of potential social unrest, up year-on-year by 6% percent, just one percent less than the rising concerns of geopolitics.
Why is community building still so high on ports agendas, despite significant advances in recent years? And more importantly, what are port authorities and their communities focusing on to bring the port and city closer together?

Director of Corporate Affairs, Port of London Authority
Siân is Director of Corporate Affairs at the Port of London Authority, where she is responsible for communications and stakeholder engagement, including digital channels, events and public affairs. She leads on the PLA’s long-term strategy, Thames Vision 2050, with a particular focus on community and social impact. From 2018-2023, she was Director of Corporate Affairs at the Money and Pensions Service, an arm’s-length body of the UK Government, where she built Talk Money Week into an annual consumer campaign which reached 18 million people, raising awareness of financial wellbeing. Prior to this, Siân spent most of her career in the aviation sector including thirteen years at Virgin Atlantic Airways, where she was VP of External Affairs and Sustainability, and the Civil Aviation Authority, where she advised on crisis communications and stakeholder engagement strategies.
Dr N Vinodkumar
Chairperson, Mormugao Port Authority
Dr. Vinodkumar has served as the Chairperson of Mormugao Port Authority, one of the leading ports on the West Coast of India under the Ministry of Ports, Shipping and Waterways, since April 2023. He holds a Ph.D. in Geology and has been a member of the Indian Civil Services since 1994.
He brings with him extensive experience in administration, human resource management, technology management, banking, insurance fund management, and logistics operations. Under his leadership, the Port has evolved into a modern, sustainable, and community-centric maritime gateway, combining operational excellence, infrastructure modernization, green initiatives, cruise tourism development, and stakeholder-driven growth.
During his tenure, Mormugao Port Authority became the first Indian port to introduce green ship incentives linked to the Environmental Ship Index (ESI) scores of the International Association of Ports and Harbors. The Port was also recognized as India’s first accredited Green Port under the Green Port Certification Programme of the Centre of Excellence on ESG and Circularity.
Dr. Kingsley Antwi-Boasiako
General Manager for Marketing and Corporate Affairs, Ghana Ports & Harbours Authority
Dr. Kingsley Antwi-Boasiako is the General Manager for Marketing and Corporate Affairs at the Ghana Ports and Harbours Authority (GPHA), leading the development and implementation of comprehensive marketing and communication strategies aimed at promoting Ghana's ports. At GPHA, he has led the Marketing and Corporate Affairs Department in championing sustainable community development initiatives, contributing significantly to the Authority's recognition as the winner of the Community Building category at the 2025 IAPH Sustainability Awards.
Dr. Antwi-Boasiako was previously the Marketing and Public Affairs Manager at the Port of Takoradi, where he played a key role in repositioning the port as a growing logistics and oil and gas hub in West Africa. Dr. Antwi Boasiako has also held notable positions at institutions including the Tema Oil Refinery (TOR), where he served as Public Affairs Manager. He brings a wealth of experience from both the public and private sectors, combining his insights as a journalist, educator, and consultant to elevate institutional image and stakeholder trust.
Nana Esi Quansah-Söderberg
Marketing and Corporate Affairs Manager, Ghana Ports & Harbours Authority
Nana Esi Quansah-Söderberg is the Marketing and Corporate Affairs Manager of Ghana Ports and Harbours Authority, providing information and assistance to companies and individuals who do business or would like to do business in Ghana and West Africa through Ghana’s seaports. Leveraging more than 24 years of multifaceted experience in maritime affairs, global management and social sciences, she has held diverse roles spanning port marketing, port security, and corporate affairs. She has served as a Functional Quality Manager for the Authority’s initial ISO certifications, contributed to organizational leadership as a Vice President of the Port Ladies Association and been part of major change management teams and projects.
Moderator - Victor Shieh
Membership Outreach and Networks Director - IAPH
Victor Shieh commenced work for IAPH as Communications Partner for its World Ports Sustainability Program which launched in 2018. After two and a half years, he became the Association’s Strategy and Communications Director for just over five years, before switching to his current role which aims to ensure members maximise use of the products and services available. He also covers media relations, and partner relationships with NGOs, public and private organisations.
He has been involved in the maritime and logistics industry since he graduated in BCom from The University of Birmingham, beginning his career as a management trainee of the National Freight Consortium in the UK and regional logistics systems manager before leaving for Spain. There he commercially managed a real-time radio data solutions company for ports and logistics applications for ten years before heading to Belgium to take on a European-wide commercial role for voice-based logistics data systems. He then joined Safmarine Container Lines as Global PR and Communications Executive, a Maersk subsidiary with roots in Africa.
Following ten years in the role, Victor set up his own communications agency, advising shipowners, offshore companies, ports, terminal operators, supply chain logistics companies, and forwarders on all aspects of corporate communications.
