While serving as associate superintendent with the East Baton Rouge school system, Orlando was part of a team that improved the school system from a statewide ranking of D" to a statewide ranking of "C" falling just 4 points short of a "B" ranking. 13 schools were slated for take over by the State recovery school district, after one year, not a single school was removed from local control (2012-2015).

While serving as principal of Beloit Memorial high school, the school went from "meeting few expectations" to "meeting expectations" on the State report card. Orlando and his team implemented grading and writing strategies which led to the growth.
