Surely the aim has to be to prioritise both ‘process’ and ‘quality’ together. Feedback from CQC and Ofsted SEND inspections have frequently identified the quality and consistency of EHCPs as a priority ‘improvement’ area for local areas. In addition, there has been a lot of media focus in this area, with large numbers of parents and carers sharing their frustrations at prolonged systems that result in poor quality EHCPs.
