In 2023 Kapsch TrafficCom announced a strategic collaboration with the renowned Spanish Comillas Pontifical University. Under this alliance, Kapsch founded the establishment of a 'Chair for Smart and Sustainable Mobility'. Through this academic-industrial partnership, both parties strive to advance
smarter and more eco-friendly mobility solutions.

In this panel discussion, researchers from the University of Comillas Spain and Kapsch TrafficCom will discuss the challenges and possible solutions for managing urban congestion with the help of research findings from the university.

Congestion is one of the major urban problems. In addition to its direct impact on air pollution, it has important negative effects on health and generates economic losses (reduction of labor productivity, increase in the price of goods due to additional transportation time). Why does it appear? Infrastructure cannot absorb demand, especially at peak hours. However, increasing supply is not a solution: evidence points to an induced demand effect until reaching a new equilibrium with more cars and also congestion.

How can we address this problem? In cities, three main instruments have been used to reduce congestion: regulating the quantity (ZBE), pricing (tolls), incentivizing modal shift (public transport).

Pedro Linares
Professor of Industrial Engineering at Comillas University
Professor of Industrial Engineering at the ICAI School of Engineering, Pedro Linares is also a researcher at the Institute for Technology Research (IIT), Affiliate Researcher at the MIT CEEPR and the U. Cambridge EPRG, and Senior Fellow at Esade EcPol. Currently he serves as Director of the International Doctoral School of Comillas Pontifical University, and as Editor in Chief of The Energy Journal. He mostly devotes his research to study the relationship between energy, economics and the environment, and specifically sustainable energy, transportation and industrial policy assessment and modelling.

Alfredo Escribá has over two decades of experience in driving technological innovation and business growth. As the Chief Technology Officer at Kapsch TrafficCom AG, he has transformed the company's portfolio, leading to next-generation traffic and tolling solutions. Prior to his appointment to the Executive Board in 2019, Mr. Escribá was Executive Vice President responsible for the Urban Traffic & Mobility Management Solution Center. He joined Kapsch TrafficCom in the course of the acquisition of Schneider Electric’s transportation business in April 2016 and already had international experience in Spain, South America and North America as well as global responsibilities. Mr. Escribá holds university degrees (Master) from Universidad Politécnica de Madrid and Texas A&M University, as well as an MBA from Instituto Argentino de la Empresa in Buenos Aires.

Natalia Collado Van-Baumberghen
Ph.D. candidate at the ICAI School of Engineering
Natalia Collado Van-Baumberghen is a Ph.D. candidate at the ICAI School of Engineering, conducting research at the Institute for Research in Technology (IIT). Her thesis focuses on the role of demand-side management, specifically economic instruments, in decarbonizing the transport sector. She is a quantitative economist who specializes in regulation and policy evaluation, particularly in the energy and transportation sectors. Before beginning her doctoral studies, she worked as a research economist at EsadeEcPol. During that time, Natalia led consulting projects for institutions such as the European Investment Bank and published analyses on national and European energy policies.
