Day 1 will provide for a discussion of the challenges that tribes and their tribal councils face; and explains the overarching responsibilities. We will discuss tribal sovereignty; and define what sovereignty means to the tribal government, tribal departments, tribal members, and tribal enterprises and corporations. This seminar will cover the Doctrine of Separation of Powers, including the Legislative Branch, Executive Branch, and the Judicial Branch; how the Doctrine defines relationships among the different branches of tribal government; and the Decision-Making Hierarchy, as it relates to the Separation of Powers and the Segregation of Duties Doctrines and working relationships within the tribal organizational structure.
