During this interactive session, the presenters will provide practical tips and considerations on how to address obstacles during Title IX investigations, in particular investigations involving intimate partner violence, in a neutral, efficient, and trauma-informed manner. Specifically, the presenters will discuss amending investigations and considerations for cross-claims, understanding the relevancy of evidence concerning parties’ relationships, investigating allegations involving multiple (more than two) parties, and processing and presenting voluminous evidence. The presentation will offer a discussion of solutions to these challenges, including a discussion of various investigatory models and best practices for organizations tasked with conducting investigations, such as higher education institutions. In addition, the presentation will include an examination of how the August 2020 federal regulations impact these challenges, as well newly anticipated obstacles and potential solutions.

Emily Babb, JD
Emily Babb is the Associate Vice Chancellor for Equal Opportunity and Title IX/Title IX Coordinator at the University of Denver. In that role, Emily oversees DU’s Office of Equal Opportunity and Title IX, which reports to the Chancellor and is responsible for investigating and resolving reports of discrimination, harassment, and gender-based violence from students, faculty, and staff. Emily served as the Assistant Vice President for Title IX Compliance/Title IX Coordinator for at the University of Virginia prior to joining DU and spent 12 years in the U.S. Department of Education Office for Civil Rights (OCR) Dallas and Cleveland regional offices as an Attorney-Investigator, Senior Attorney, Special Assistant to the Chief Attorney, Program Manager/Supervisory Attorney, and Acting Regional Director. Emily received her J.D. from the University of Oklahoma College of Law and a B.A. from DePauw University.

Stuart Evans, JD
Stuart Evans is a Civil Rights Investigator who focuses on Title IX and related matters at the University of Virginia. Prior to his role at the University of Virginia, Stuart worked as a litigator in Chicago, Illinois, and as an investigator for the Maine Human Rights Commission, a state-level anti-discrimination agency. Stuart received his J.D. from Chicago-Kent College of Law and a B.A. from Beloit College.
