Over the past 12 months SafeWork South Australia (SA) embarked on a campaign to assess compliance within their state to asbestos management and removal. Western Australia (WA) has also seen the introduction of the model WHS regulations.
Unfortunately, individuals and businesses are not always aware of their responsibilities. These responsibilities extend to finding, identifying and managing asbestos, and maintaining lawful removal.

Asbestos is a naturally occurring carcinogenic mineral that was manufactured into over 3,000 products and widely used in the construction industry in Australia until 2003. Over time, these products can deteriorate due to natural ageing, weathering, day to day operations, and other environmental factors.

Under WHS / OHS regulations in all states and territories across Australia it is a requirement to ensure asbestos is identified by a competent person, managed appropriately whilst in-situ and safely removed and disposed of.
This forum will feature regulators from Victoria, South Australia and Western Australia to discuss the findings of the compliance audits, challenges faced with the introduction of the new WHS regulations, and an overview of management responsibilities.

According to Global Asbestos Disaster published in 2018 World-Wide Asbestos causes an estimated 255,000 deaths annually, of which work-related exposures are responsible for 233,000 deaths. with an estimated 4000 asbestos related deaths every year in Australia.

Persons conducting a business or undertaking (PCBUs) have a responsibility to manage asbestos in the workplace to the level to which they have management or control and keeping up with ongoing asbestos-related challenges in 2022 requires a holistic approach, coming from different industries and perspectives across the country.

This forum will be presented by a panel of regulators and industry experts from:

Robert Dear
Practice Manager Northwest - Hazardous Materials
Principal HSE Consultant with over 20 years’ hazardous materials management experience including project management, team management and training. Robert is passionate about providing guidance and training both in office and site environments. Over the course of his career to date he has become a trusted advisor to both clients and colleagues due to his extensive knowledge of legislation and its real-world application.

The first 11 years of his career was spent on the United Kingdom where he attained the highest possible asbestos qualifications and developed skills in project management, client management, provision of training and mentoring.

In 2011 Robert moved to Brisbane where he has continued to build on his existing hazardous materials knowledge and further develop his management and consulting skills.

Leigh Rampley
Principal Consultant - Expert Services
Leigh has over 15 years within the Asbestos/Hazardous Materials and hygiene industry with 5 years’ experience and training, where Asbestos BOHS qualifications were obtained, from the United Kingdom, but has also worked in the UAE before coming to Australia in January 2011.

As a Principal consultant, Leigh has a strong technical knowledge and practical experience in asbestos analytical (occupational hygiene) and hazardous materials risk assessments and compliance to assist in the management and delivery of projects in a safe manner, while maintaining a focus on the provision of accurate practical reports and documentation.
Leigh also has significant experience in public safety units.

Since 2011, Leigh was a ACT Class A Asbestos Assessor but has held a NSW Asbestos Assessor Licence from 2016 and has worked throughout Australia in NSW, ACT, Qld, Tas and Vic.

Leigh is a professional and active member of the Asbestos and Hazardous Materials Consultants Association (AHCA).

Halil Ahmet (VIC)
Principal Occupational Hygienist: Occupational Hygiene Unit
Halil is a Principal Occupational Hygienist with WorkSafe Victoria, and has worked for WorkSafe Victoria since 1990. He is also appointed as an Inspector under the Occupational Health and Safety Act and the Dangerous Goods Act.

In that time, Halil has visited hundreds of workplaces regarding the management and removal of asbestos in their workplace. Halil provides training to WorkSafe Inspectors on the Asbestos Regulations, and has been involved in the development of asbestos regulations going back to 1992. Halil has also represented WorkSafe Victoria on multiple national and state asbestos related working groups.

Malcolm Fabiny
Practice Manager - Muddy Boots Asbestos Training
Malcolm has worked for Greencap since 1988, and now holds the position of Principal Consultant / Practice Manager – Muddy Boots Asbestos Training

It was during the infancy of the asbestos removal industry Malcolm began working prior to the development of current industry codes of practices and modern regulations. He has managed several large property portfolio asbestos audit programs and complex asbestos-related demolition and refurbishment projects. Malcolm’s experience includes the development of safe work procedures, health and safety risk assessments, project-based site supervision, asbestos removal scopes of work, site safety audits and asbestos management plans.

Malcolm continues to practice hands-on with Asbestos and Hazardous Materials Audits, air monitoring and clearance inspections. One of Malcolm’s skill is to draw on his wealth of experience to assist in identifying client needs, customise reports, and preparing and delivering relevant customer-focused training.

Claire Howard (SA)
Principal Consultant – Hazardous Materials
Claire is a Principal Consultant with over 19 years’ experience in hazardous materials, occupational hygiene and property risk consultancy. Claire commenced employment with Greencap in 2015 within the Property Risk team and since joining Greencap Claire has participated in a wide range of hazardous materials and property risk management projects assisting the construction industry, Safework SA, Department of Defence, and numerous other organisations.

Ross Connell (WA)
Team Manager - Property Risk - Hazardous Materials
Ross has extensive experience in fields of hazmat and hygiene assessment and compliance. His early work in the field of source emission sampling and stack testing provided Ross with a solid foundation for adherence to scientific method. Ross has provided asbestos hazardous materials and hygiene services to a wide range of clients and holds the nationally recognised Asbestos Assessment Associated with Removal certification. Ross has extensive experience in the assessment of asbestos risk compliance and is a specialist in maritime vessel assessment.

Brett Pfeffer (SA)
SafeWork SA | Manager - Construction & Utilities Team
Brett heads up SafeWork SA’s Construction & Utilities team and has over 20 years’ experience in high risk construction and associated activities, including demolition and asbestos removal. Brett is the Chair or the South Australia Asbestos Action Plan Working Group and his extensive experience on asbestos management has led to positive safety outcomes across the State.

Brett is passionate and committed to reducing risks associated with asbestos and has been instrumental in the development of South Australia’s asbestos website, a resource that is critical to all aspects of asbestos management and eradication. Brett is also South Australia’s representative on Safe Work Australia’s Strategic Issues Group on Workplace Health and Safety.

Eve Speyers (WA)
WorkSafe WA | Principal Scientific Officer 
Eve is an occupational hygienist and has worked internationally in the UK, France and Hong Kong as well as in Western Australia before joining WorkSafe WA as an Inspector in 2008.

In her role as Principal Scientific Officer, Eve has managed the Occupational Health, Hygiene & Noise Team, and more recently she has taken on the role of Principal Scientific Officer for the asbestos team dealing with sensitive and complex technical/regulatory tasks and enquiries related to the regulation of asbestos in accordance with Work Health and Safety legislation.

Jo Morris (WA)
Co-Founder & Director - Reflections
Co-founder and Director, Jo Morris is the driving force behind Reflections, a not-for-profit organisation reducing the impact of asbestos on the community. Jo’s passion for the cause was shared with her father, Barry Knowles, who passed away from mesothelioma in December 2016.

Jo proudly carries on his legacy by providing support for those impacted by asbestos as well as advocating and educating to increase awareness of the ongoing risks. She has been instrumental in introducing mandatory training for trainees entering the building and construction industry, establishing Reflections’ flagship event, Steeltoes & Stilettos, and building an enviable care program for people affected by asbestos-related disease.

When she is not working on this worthy cause, Jo works alongside her husband as a building designer for their owner-operated design company, Design Synergy.
