With minds on urgent action, and the need to plan for changes in societal conditions as the virus is combatted, it’s hard to countenance the massive uncertainties of the post-covid world. A tool for addressing significant uncertainty is scenario planning, and I will offer a framework and some scenarios and apply them to the question of what are going to be the potential priorities for local government and hence for digital leadership.
