Captain Burrell was hired by the Stockton Police Department on June 26, 2006. As a Police Officer, Captain Burrell worked as a Patrol Officer, Crisis Negotiations Team member, Critical Incident Investigations Team member, Child Abuse/Sexual Assault Investigator, and Homicide Investigator. He was the recipient of the POST ICI Investigative Excellence individual award in 2013.
He promoted to the rank of Sergeant in 2014, and served as a Patrol Supervisor, Crisis Negotiations Team Supervisor, Emergency Services Unit Supervisor, Critical Incident Investigations Team Supervisor, Personnel Section Supervisor, Recruiting Team Supervisor, and Peer Support Team Supervisor.
Captain Burrell promoted to the rank of Lieutenant in 2018, where he served as Watch Commander, Personnel Section Commander, Wellness Program Manager, Investigations Section Commander, Crisis Negotiations Team Commander, and the Critical Incident Investigations Team Commander.
He promoted to the rank of Captain in 2022, and is currently the commander of the Support Services Division where he oversees the Crime Analysis Unit, the Central Telecommunications Center, the Personnel Section, the Training Section, the Records Section, and the Employee Support Section.
Captain Burrell has earned his Basic, Intermediate, Advanced, Supervisory, and Management POST certificates. He holds an Undergraduate Certificate in Criminal Behavior and a Bachelor of Science degree in Criminology and Criminal Justice from Portland State University (Summa Cum Laude), and he holds a Master of Arts in Leadership from Saint Mary’s College of California. He is also a graduate of the POST Sherman Block Supervisor Leadership Institute, Session 405.

Senior Administrative Analyst Valerie Smith joined the Stockton Police Department on October 1, 2007, as a Community Service Officer where she worked in the Patrol and Traffic Sections. She promoted to Secretary on April 16, 2014, and was assigned to the Professional Standards Section, where she analyzed complaint-related data and use of force trends. On November 16, 2018, she promoted to Crime Analyst and oversaw the analysis and reporting of crime trends in her assigned districts. She promoted to Supervising Crime Analyst on August 1, 2021, and built a team of knowledgeable and forward-thinking analysts. On May 16, 2024, Ms. Smith promoted to Senior Administrative Analyst and was again assigned to the Professional Standards Section. Ms. Smith holds a Bachelor of Arts Degree in Journalism from California State University, Chico, and is the 2024-2025 Vice President of the Northern Valley Crime and Intelligence Analysts’ Association.
