Celeste has served on the IASIU Board of Directors for 3 ½ years and currently holds the position of President. She has over 20 years of experience in the SIU, managing and leading SIU operations throughout the country, including building and leading large national SIU operations. In addition to her SIU experience, she has led large complex Claims and Underwriting Operations

Celeste has earned both her CPCU and FCLA designations, her BS in Criminology from Florida State University, and her MBA from Villanova University, where she was awarded the Bartley Medallion. As President of IASIU Celeste serves on the Coalition Against Insurance Fraud and National Insurance Crime Bureau Executive Boards in an advisory capacity. She also currently serves as Secretary of the Pennsylvania Auto Theft Council’s Board of Directors.

Since 2017, Mr. Glawe served as the Under Secretary and Chief Intelligence Officer at the Department of Homeland Security (DHS) after nomination by the President of the United States and unanimous confirmation by the United States Senate. In that role, he was the senior executive responsible for DHS intelligence functions, bulk data technical solutions for over 900 DHS data sets, program management, budget, and strategic oversight to integrate 22 DHS component organizations, such as the Cyber Security and Infrastructure Security Agency, the U.S. Coast Guard, Federal Emergency Management Agency, U.S. Customs and Border Protection and the Transportation Security Administration. In addition, he was responsible for the bi-directional sharing of information with the private sector and state and local law enforcement.
Prior to his appointment, Mr. Glawe served as Special Assistant to the President of the United States for Homeland Security at the White House. He also served as the Chief Intelligence Officer and Assistant Commissioner at U.S. Customs and Border Protection (CBP), where he led the development, coordination, and implementation of intelligence capabilities and operations in support of CBP’s mission.
Mr. Glawe served in the Office of the Director of National Intelligence as the Deputy National Intelligence Manager for Threat Finance and Transnational Organized Crime overseeing and integrating IC’s collection and analytic efforts. He subsequently served on the President’s National Security Council as the senior intelligence official implementing the President’s strategy on Transnational Organized Crime within the intelligence and law enforcement communities.
Mr. Glawe was a Special Agent with the Federal Bureau of Investigation and a Supervisory Special Agent in the Counterterrorism Division. Earlier in his career, Mr. Glawe served as a Federal Agent with the United States Postal Inspection Service and a Police Officer in Houston, Texas, and Aurora, Colorado.
He is a graduate of the University of Northern Iowa and holds a certificate from Harvard University’s John F. Kennedy School of Government. His numerous honors include the National Intelligence Superior Service Medal and the Department of Justice Meritorious Public Service Award. He has previously held insurance and securities broker licenses.

Matthew Smith serves as Director of Government Relations & General Counsel for The Coalition Against Insurance Fraud based in Washington, D.C. Mr. Smith joined The Coalition staff after retiring as President of Smith, Rolfes & Skavdahl (skav-doll) Company, LPA. He founded the firm in 1989 after beginning practice as an insurance defense attorney in Florida. From starting as a one-attorney office, the firm grew into a national practice providing insurance law services throughout the United States and Puerto Rico. While working for the Firm, Mr. Smith also served as Legal Advisor to The Coalition.

Originally from Dayton, Ohio, he is a graduate of the University of Cincinnati College Conservatory of Music with a degree in Radio, TV and Film. While working his way through college and law school he served as Director of Marketing Communications for the Kings Island Theme Park Complex in Ohio and founded Smith-Kaufman Public Relations representing such companies as Wendy’s International, Hyatt Hotels and The Cincinnati Reds.

Mr. Smith graduated from the Salmon P. Chase College of Law at Northern Kentucky University. He is admitted to practice in both federal and state courts in Ohio, Florida, Kentucky, Michigan and Washington, D.C. as well as the United States Supreme Court.

He is a past President of the National Society of Professional Insurance Investigators, the Founding Chair of the Insurance Committee of the International Association of Arson Investigators, and a member of the Defense Research Institute, Claims and Litigation Management Alliance and numerous other insurance law related organizations. Mr. Smith is a frequent lecturer on insurance law matters throughout the United States.

Jim Hulett is vice president of product innovations at Verisk. Jim leads product innovation development strategy, sales support, and consulting for the Verisk Insurance Anti-Fraud Solutions practice. Before joining Verisk, Jim was a global industry consultant of the fraud and security intelligence practice for insurance at SAS Institute. He was responsible for providing presale and business consulting support for software sales, analytic development activities, and operationalizing solutions focused on fraud detection, claims analytics, and investigation management solutions for markets worldwide. Before joining SAS, he spent 22 years in the insurance industry as assistant VP of SIU, regional SIU director, manager of SIU multiclaim investigations, as well as other roles at two major multiline insurers. Jim holds a BS in Finance and professional designations as an Associate in Risk Management (ARM) and Fraud Claim Law Specialist (FCLS).

Director, Data Analytics, National Insurance Crime Bureau
Aaron Soline is a director of data analytics at the National Insurance Crime Bureau (NICB). Before that, Mr. Soline was a strategic analyst specializing in organized fraud groups and vehicle investigations. He previously worked in contract security, managing services for multiple commercial, retail, and residential facilities in Chicago, Illinois, and the surrounding area. In his current role, Mr. Soline is responsible for managing NICB’s team of vehicle analysts and projects, training new employees, and teaching at the NICB Analyst Academies. He graduated with a dual major in law enforcement and justice administration and small operations business management from Western Illinois University. Mr. Soline later went on to obtain a master in business administration degree in 2000 from Western Illinois University. He has also obtained the Certified Insurance Fraud Investigator (CIFI) and Certified Insurance Fraud Analyst (CIFA) designations from IASIU.

Assistant Vice President, Product Innovation, Verisk
Shane A. Riedman is assistant vice president for product innovation at Verisk. In his role, Shane leads several of Verisk’s fraud prevention and detection programs, including medical provider fraud, mobile tools, and SIU case management. Prior to joining Verisk, Shane worked for more than 15 years in various areas of property/casualty claim operations and leadership, including director of SIU, where he managed fraud mitigation strategy for an international insurance carrier. Shane is an attorney and holds the FCLS designation.
