State Senator | CO Dist. 31; Director & Co-Founder | Colorado Energy & Water Institute
Senator Chris Hansen represents Senate District 31 in the Colorado State Senate. He specializes in energy sector economics and data analytics, with 20 years of experience in the global energy industry. He was formerly the Representative for House District 6 from 2017-2020, representing the east-central neighborhoods of Denver. He currently serves on the Senate Finance, Senate State, Veterans, & Military Affairs, and Appropriations committees. Throughout his tenure in the Colorado House of Representatives, Hansen served on the Capital Development, House Transportation & Energy, Appropriations, Agriculture, Livestock & Natural Resources, and Joint Budget committees, and as Chair on the House Appropriations Committee.

Prior to his work as an elected official, he was a Senior Director at IHS Markit where he led a global portfolio of energy products, events and partnerships. He is a co-creator of the OptGen analysis, IHS CERA’s unique tool for applying financial portfolio techniques to power generation. Before joining IHS Markit, Dr. Hansen was a Research Fellow at the Oxford Institute for Energy Studies, where he analyzed electricity and gas sector reform in India and published several papers in professional journals on energy sector economics and policy analysis.

Dr. Hansen holds a BSc in Nuclear Engineering from Kansas State University; a Graduate Diploma of Civil Engineering from the University of the Witwatersrand, South Africa; a Master of Science in Technology Policy from MIT; and a PhD in Economic Geography from Oxford University. In 2012, he was selected as a Marshall Memorial Fellow by the German Marshall Fund and in 2017 as a Public Leadership Fellow at Harvard University by the Gates Family Foundation. In 2019, he was selected as one of fifteen leaders from across the country to join the NewDEAL (Developing Exceptional American Leaders), a selective national network of rising state and local elected officials.

In addition to his current role in the state senate, Hansen serves as the Co-Founder and Director of Programming at the Colorado Energy & Water Institute, and as Co-Founder of the Colorado Science and Engineering Policy Fellowship.

Senior Director SFD Renewables & HPD Environmental Affairs | Smithfield Foods
Kraig Westerbeek is Smithfield Foods senior director of Smithfield Renewables and hog production division environmental affairs. Smithfield Renewables is a new platform within the organization that will unify, lead and accelerate the company's industry-leading carbon reduction and renewable energy efforts. He will also lead an advisory committee that will evaluate projects and help direct a company-wide strategy for renewable energy projects across both farms and facilities.

Previously, Kraig served as vice president for environment, engineering, and support services for Smithfield’s Hog Production Division in Warsaw, N.C. He was responsible for ensuring that the company is compliant with all state and federal environmental rules and regulations, in addition to providing oversight on engineering, feed manufacturing, and transportation activities.

Kraig began working for Murphy-Brown, now Smithfield Foods in 1993 as an environmental technician.

He is certified by the Irrigation Association as a spray irrigation designer and is certified by the Natural Resources and Conservation Service as a technical service provider to develop nutrient utilization plans for animal producers. He is also the chairman of the Duplin County Health Board.

A native of Clinton, N.C., Kraig earned a Bachelor of Science degree in 1993 from North Carolina State University in Raleigh.

Tim Olson is a senior policy advisor at the California Energy Commission. He leads the Energy Commission’s strategic planning for emerging transportation fuels and technologies to help manage an annual $100 million incentive fund and facilitate private investment in California projects.

Mr. Olson received a bachelor’s degree in Environmental Studies/Biology from UC Santa Barbara and serves as an appointed member of the Sacramento Air Quality Management District Hearing Board.

As a Lead Project Manager for Maas Energy Works, Inc., Hudson Davis has managed the interconnections of over a dozen dairy biogas projects throughout the United States. He has worked on both electric and gas interconnections and become well versed with what it takes to connect to a public utility. He currently oversees the development of Maas Energy Works’ dairy digesters in the state of Idaho. Hudson is overseeing the design engineering, permitting and interconnection of digesters, engines, and biogas upgrading facilities across the US. His efforts have facilitated the installation of projects that reduce emissions, support local dairy owners and generate renewable energy.
