Adam Kegley

Adam practices primarily in the area of bankruptcy and represents debtors, debtors-in-possession, creditors, and creditors’ committees in bankruptcy cases, as well as parties to bankruptcy adversary proceedings. Adam has represented debtors, creditors, purchasers, and other interested parties in several recent and high-profile energy bankruptcies including the Blackjewel L.L.C., Alpha Natural Resources, Hopedale Mining LLC, and JW Resources cases, among others.

Doug Lutz

Doug is the Bankruptcy & Restructuring Practice Group leader at Frost Brown Todd, focusing his practice on financial and restructuring mainly in the areas of bankruptcy and out-of-court workouts. Doug frequently represents corporate debtors, secured creditors, creditor’s committees, ad hoc committees, landlords, unsecured creditors, distressed investors and trustees in multimillion-dollar bankruptcy cases and out-of-court workouts. He also represents purchasers of businesses and business assets from financially distressed companies. Doug has recently been involved in the Murray Energy Holdings Co., Murray Metallurgical Coal Holdings, LLC, and Hopedale Mining LLC bankruptcies. Doug currently serves on the Executive Committee of the Board of Directors of the American Bankruptcy Institute as Vice President of Education.

AJ Webb

A.J. counsels companies facing varying degrees of financial uncertainty and distress, working to proactively identify and assess insolvency issues. He represents parties (secured/unsecured creditors, debtors, committees, purchasers, and borrowers) in all phases of bankruptcy and insolvency proceedings, with an emphasis on selling or acquiring distressed assets and assisting parties in restructurings or out-of-court workouts. He has represented clients throughout the country in debtor, committee, senior secured lender, distressed acquisition and retail/landlord engagements. He was named to The Best Lawyers in America Ones to Watch in 2021 for Bankruptcy and Creditor Debtor Rights/Insolvency and Reorganization Law.

Colton Parsons

Colton Parsons is no stranger to hard work. As a former coal miner and small business owner, he isn't afraid to get his hands dirty and enjoys the challenge of a fast-paced and diverse legal practice.

Colton has experience in litigation, business transactions, and the hospitality industry. He defends West Virginia police officers and prison officials in constitutional and civil rights claims, often involving incarcerated individuals. Clients also depend on Colton to help them succeed in their business enterprises. He helps clients with business transactions, licensing issues, and debt collection. His hospitality clients are involved in the sale, distribution, and manufacturing of alcohol and he is always ready when clients call for help in this often deadline driven business.
Winfield Wilson

Winfield Wilson is an attorney and policy analyst specializing in environmental, natural resources, and labor issues. Wilson also teaches at American University as an adjunct faculty, including courses in environmental law at the Washington College of Law and public administration at the School of Public Affairs. Wilson holds advanced degrees from American University, including a master's of public policy from the School of Public Affairs and a J.D., cum laude from the Washington College of Law, and a bachelor's degree in Geological Sciences from Brown University. In law school, Wilson was a proud recipient of an EMLF scholarship. He has worked as a geologist, environmental consultant, and currently is a trial attorney with the U.S. Department of Labor's Office of the Solicitor, enforcing health and safety laws in the mining industry. Wilson has published in Sustainable Development Law & Policy and presented research at conferences including the American Society of Public Administration, Association for Public Policy Analysis and Management, Work in a Warming World, and International Conference on Sustainable Development.

David Zatezalo

President Donald J. Trump nominated David G. Zatezalo to be the 9th Assistant Secretary for Mine Safety and Health. He was sworn in on November 30, 2017.

Assistant Secretary Zatezalo is a native of West Virginia and has spent a lifetime working in mining. He began his career as a union miner and since then has held positions at a number of companies as shift foreman, engineering superintendent, mine manager, vice president of operations and chief executive officer. Assistant Secretary Zatezalo has worked in mining all across the U.S. and internationally in Australia.

Assistant Secretary Zatezalo has a degree in mining engineering from West Virginia University and is a registered professional engineer in Ohio and West Virginia. He also has an MBA from Ohio University. He is the past chairman of the Kentucky Coal Association and the Ohio Coal Association. He’s also been a member of the Mine Rescue Veterans of the Pittsburgh District.
