He previously served two terms in the Washington State Senate where he worked extensively on economic development, transportation, and education issues.

He was a leading negotiator of Washington’s 2015 statewide transportation package. He also led the negotiations and prime-sponsored Washington’s Paid Family Leave legislation, which passed in 2017.

Joe has also worked managing a boutique law and consulting firm in Seattle specializing in technology and healthcare; at the University of Washington office of technology transfer and commercialization; as a prosecutor for King County; and as Chief of Staff to a member of the King County Council.

Joe was selected in 2012 as one Puget Sound Business Journal’s 40 under 40 and was a 2017 Rodel Fellow with the Aspen Institute.

He has a Joint JD/MBA from Seattle University and an undergraduate degree from the University of Washington.

Secretary; Washington State Children, Youth, and Family
Ross Hunter was announced as the new Secretary of the Department of Children, Youth, and Families by Governor Jay Inslee on July 6, 2017, and his official appointment began August 1, 2017. Prior to that, Ross served as the Director of the Department of Early learning since September 2015.

Ross’ focus is on improving outcomes for all children, and especially on eliminating race and family income as predictors of progress and success for young learners. He is passionate about investing upstream in proven prevention strategies, using strong data and outcomes analysis to administer these programs, and supporting a strong workforce of caregivers and professionals to deliver the services that ensure fewer children experience trauma and more families can build resilience and succeed together.

Bellevue School Superintendent
Dr. Ivan Duran joined the Bellevue School District as Superintendent in July 2017. Prior to his role in Bellevue, Duran was deputy superintendent of the Dallas Independent School District in Texas —a district serving approximately 160,000 students. Duran has also served as assistant superintendent for elementary education for Denver Public Schools in Colorado. He has also served as principal supervisor, director of instructional technology, principal, assistant principal and teacher—all at public school districts in Colorado.

Dr. Duran holds a doctorate in Education Leadership and Policy Study from the University of Denver, a master’s degree in Curriculum and Instruction from the University of Colorado, and a bachelor’s degree in Elementary Education. His doctoral work focused on leadership in two different groups of turnaround schools and the leadership practices that impacted student learning outcomes.

Senior Program Officer at Bill & Melinda Gates Foundation
Lindsay Hunsicker is a Senior Program Officer at the Bill & Melinda Gates Foundation. Lindsay’s primary responsibilities focus on policy and advocacy grant making and government affairs for the states of Washington and Oregon. Prior roles at the foundation include leading our federal government affairs work for our US education priorities and Advisor to the Director on the US Policy and Advocacy team. Before joining the foundation Lindsay served as a Senior Education Policy Advisor on the United States Senate Health, Education, Labor and Pensions Committee for Ranking Member Mike Enzi. In her six year tenure with the Committee her portfolio focused on early childhood education and care and K-12 education issues. From 2001-2007 Lindsay served as a Senior Legislative Assistant for U.S. Senator John Ensign. She started her career on Capitol Hill in the office of U.S. Senator Gordon Smith.
