Lunch & Learn | Guidance on Cost Assessment and Financing Schemes of Radioactive Waste Management Programmes

About This Webinar

A reliable assessment of future costs for radioactive waste management (RWM) up to its disposal and adequate mechanisms for providing financial resources for these activities form fundamental prerequisites for responsible management of radioactive waste, in line with the requirements of the Council Directive 2011/70/Euratom of 19 July 2011.

Although there are many technical documents dealing with cost estimations and financing schemes for RWM, countries at an early stage of RWM programmes or small waste inventories and newcomer countries may benefit from the guide presented here, that addresses the cost assessment in a systematic and structured way and gives also practical instructions how to start and estimate the cost of radioactive waste disposal in different stages of development.

This Guidance on Cost Assessment and Financing Schemes of Radioactive Waste Management Programmes describes the cost assessment as a stepwise process. Each of the steps is briefly described and useful practical examples of cost estimations for various aspects of the disposal programme from different countries are added. The guide also provides information on the most common uncertainties and risks related to geological disposal programmes and suggests how they might be addressed. It also gives basic information on financing schemes for RWM.

PhD in Reactor Physics
Holding a PhD in Reactor Physics, Irena Mele has more than 35 years of relevant working experience at national and international level in different nuclear areas – from spent fuel and radioactive waste management, decommissioning and environmental remediation to research reactors and nuclear power plants. As a manager of the Slovenian national Waste Management Organization she has been heavily engaged in establishing the national RWM infrastructure from building technical competences, developing national RWM strategy and RWM programme, development of siting approach for the disposal facilities, preparation of safety reports for nuclear facilities, decommissioning and spent fuel and waste disposal plan for the NPP to the implementation of various projects related to radioactive waste management facilities and activities. She was also involved in the development of legislation and regulations related to spent fuel and RWM.
At international level, she has been involved in different EU research projects. For almost 8 years she was working at the International Atomic Energy Agency (IAEA), where she gained additional global perspective and international experience, from managerial to various technical aspects related to radioactive waste and spent fuel, decommissioning and environmental remediation in different countries. Currently she works as a consultant.
