This engaging session provides the challenges being faced by higher education and those affected by gender based crimes such as domestic and sexual violence. The formation of the committee is chronicled, sharing with attendees examples of incidents that ignited the need for higher education and crisis centers to become partners to meet the needs of students to be linked to services; faculty to be equipped with information that helps them to recognize, respond, and refer students/faculty; and to create a safe space for higher education and victim service professionals to create innovative and consistent responses that promote safety for all students.

Thecia Jenkins
Training Director at Harris County Domestic Violence Coordinating Council
Thecia Jenkins is the Training Director with Harris County Domestic Violence Coordinating Council; a non-profit that coordinates system response to domestic violence to increase victim safety, hold batterers accountable, and prevent further acts of family violence.

Thecia has been developing and training professionals in law enforcement, healthcare, education, and social services on the topics of domestic and sexual violence, emotional intelligence, cultural competence, public speaking, conflict resolution, and communication for over twenty years.

She has been working with survivors of intimate partner violence for twenty-three years providing education, community outreach, and developing programs to equip women and men to “take their lives back” and build a violence free future.

She is a graduate of Texas Woman’s University and holds certifications in Diversity, Mediation, Behavioral Consulting, Emotional Intelligence, and Coaching.

As an expert on domestic violence she has spoken in Trinidad and Tobago; and West Africa (Accra Ghana) providing training to law enforcement and social service providers. She consulted and was featured on the Oprah Winfrey Network’s production of “The Book of John Gray” addressing the issue of sexual assault.

Bobby Brown serves as the Title IX Coordinator for Texas Southern University. As Title IX Coordinator, Bobby coordinates Texas Southern University’s compliance with Title IX of the Education Amendments Act. Prior to Texas Southern University, Bobby worked for Kent State University in the Office of Compliance, Equal Opportunity and Affirmative Action as a Deputy Title IX Coordinator/Compliance Investigator. Professor Lydia D. Johnson is the Director of the Criminal Defense Clinic at Thurgood Marshall School of Law. She teaches 3rd year law students how to represent indigent persons charged with criminal misdemeanors. In addition she provides training to students and alum who aim to serve as a Title IX advisor in sexual misconduct hearings. She also founded the Mindfulness in Law Society which encourages students to manage stress and maintain a healthy lifestyle.
Prior to TMSL, she was an Assistant District Attorney with Harris County prosecuting felony and misdemeanor cases. She is also an Associate Municipal Court Judge with the City of Houston.

Cathryn Councill is the Director of the SAFE Office at Rice university and is a licensed clinical social worker. She facilitates the LGBTQ Ally Training on campus and acts as the staff advisor for the undergraduate STRIVE Liaison Program as well. She has extensive experience working in the fields of domestic and sexual violence, as well as working with persons living with HIV, those experiencing drug and alcohol addiction, and providing support to the gender and sexual minority community.
