Joe Green
Mr. Green has been working in renewable energy project development for nearly 20 years starting with wind energy projects in Pennsylvania. In 2017, he shifted his focus solely to the development of solar projects and led the development and permitting effort of the Mohawk Solar project in Montgomery County, NY. Mohawk was the first solar project in NY State to enter into the Article 10 approval process and it recently became the first solar project in NY to obtain an Article 10 certificate. Mr. Green’s development experience involves land acquisition, local/state/Federal permitting, facility design, environmental surveys/mitigation, tax agreements and community engagement. He continues to develop solar projects in both PA and NY and strives to apply best management practices to all development activities.

Matthew Robinson
Visualization Project Manager
Mr. Robinson is responsible for coordinating visual outreach efforts and public open houses, identifying visually sensitive resources, field evaluation and documentation of project visibility, developing detailed and accurate computer renderings, 3D computer modeling, visual simulations, and testimony.

Prior to joining EDR, Mr. Robinson was Environmental Planner, Associate Landscape Architect, and Project Manager at Landworks in Middlebury, VT where he worked on diverse projects including visual impact and environmental impact assessments, visual simulations, public outreach and communication graphics, land use planning, environmental graphics including signage and wayfinding, streetscape design aesthetic and safety improvements, and site rehabilitation design for utility corridors.

Jim Muscato, Esq.
Energy Attorney
Mr. Muscato is with the environmental and energy boutique law firm Young/Sommer in Albany, New York and leads the firm’s Energy practice. He is at the forefront of New York energy issues including siting and development strategies for energy projects, with experience developing wind, solar and electric and gas transmission projects, as well as emerging technologies, such as energy storage systems and distributed generation technologies. Over the last decade, Mr. Muscato has permitted 1200-MW of renewable energy generation in New York, has obtained the first wind and solar project certificates under the State siting process in Article 10 and has led reforms and the adoption of a new siting process in New York called “Section 94-c.”

Principal and the Manager of Environmental Services
With nearly 20 years of environmental consulting experience, the majority of Mr. Brazell’s career has been associated with the environmental review and permitting of wind and solar power projects, primarily located in New York and Ohio. His expertise includes environmental impact analysis, natural resources surveys and evaluation, state and federal wetland permitting, agency consultation, and overseeing large-scale, complex projects. Mr. Brazell is currently overseeing the preparation of multiple siting applications being prepared in accordance with various state siting board regulatory processes.
