With fewer state dollars available, attention turns to federal funds – and compliance with federal regulations becomes even more critical. All federal education grant funds received by local districts (LEAs) and Charters through the Washington Office of Superintendent of Public Instruction, including state-administered programs under ESSA, IDEA, AEFLA, Perkins, and School Nutrition, are subject to the Uniform Grant Guidance (UGG) and the Education Department General Administrative Regulations (EDGAR). New to navigating these rules? Interested in receiving the latest federal financial, regulatory and legislative developments? The OSPI has asked Bonnie Graham of the Washington D.C. law firm, Brustein & Manasevit, PLLC, to lead a virtual workshop that will highlight requirements under the UGG and EDGAR, as well as recent U.S. Department of Education interpretations and policies, proposed technical revisions by the Office of Management and Budget, and flexibilities offered related to disruptions caused by COVID-19 and related school closures.

These regulations impact time and effort certifications, indirect cost reimbursement, timely obligation of funds and carryover, financial management rules, program income, record retention, property/equipment/supplies inventory controls, procurement, monitoring, conflicts, travel policies, and allowable costs. All recipients of federal grant dollars must comply with these rules to avoid audit exposure and to be eligible for available flexibility.

The workshop will be conducted virtually on November 3, 2020. Brustein & Manasevit will handle registration. Each attendee will be provided up-to-date reference materials, as well as a PowerPoint presentation with relevant citations and guidance. The workshop will run from 9:30 – 11:30 am, lunch break, 12:30 pm – 2:30 pm. (4 CPE credits available!)
