The Board of Directors of NACTEI have decided that the annual conference scheduled for the week of May 10, 2021 in San Antonio will be virtual. Brustein & Manasevit, PLLC has agreed to conduct a pre-session on May 10, 2021 from 1:00 PM to 4:00 PM (Eastern Time). The agenda will focus primarily on the new cost and administrative rules for the Perkins V program, which will go into effect 50 days later on July 1, 2021. These regulations were promulgated by the Office of Management and Budget (OMB) in August and are being incorporated now into EDGAR. We will discuss the rules governing performance periods, inventory, procurement, record retention, allowability, permissible use of funds, and pass-through monitoring. In addition, we will cover the first 100 days of the Biden Administration and what to expect in terms of policy and funding going forward. We will outline all of the OCTAE policies and non-regulatory guidance documents (e.g. prohibitions on using Perkins funds for food, consumables, CTSOs, etc.) which have now been rescinded. All attendees will receive ahead of time a copy of our new fifth edition of EDGAR, which also includes the relevant provisions of the General Education Provisions Act (GEPA).
